Proposal to Pilot Separate Relocation as Independent Project

The Ministry of Planning and Investment has recently issued a letter to various ministries, governmental agencies, and provincial authorities proposing a pilot project to separate the process of compensation, support, and resettlement for independent projects.

In accordance with the Government’s instructions in Resolution No. 20/NQ-CP dated February 8, 2024 regarding the Regular Government Meeting of January 2024, the Prime Minister’s instructions in Document No. 133/TTg-QHDP dated February 16, 2024 regarding the development of a separate project for land clearance, compensation, support, and resettlement, and Deputy Prime Minister Tran Hong Ha’s instructions at the meeting on February 26, 2024, the Ministry of Planning and Investment has recommended that ministries, central agencies, and local authorities review and propose pilot projects for land clearance conducted by their respective management bodies.

The proposed pilot project must ensure certain principles and criteria: it must be a state budget-funded public investment project of Group B or Group C requiring land recovery for implementation and must comply with relevant planning; the project must have been officially allocated a mid-term public investment plan for state budget capital in the period 2021-2025, ensuring funding and the ability to balance the state budget capital for implementation. The pilot period is expected to be from the time the National Assembly issues the resolution until the end of 2025.

Accordingly, ministries, central agencies, and local authorities that are committed to specific implementation plans shall be responsible for the economic and social efficiency of both the investment project and the separate land clearance project, ensuring funding for implementation during the pilot period (if permitted by the National Assembly).

In 2024, the Prime Minister’s plan assigned state budget-funded public investment capital of 657.349 trillion VND to ministries, central agencies, and local authorities, including 225.000 trillion VND from the central budget (205.000 trillion VND from domestic sources and 20.000 trillion VND from external sources) and 432.349 trillion VND from local budgets.

To speed up the disbursement progress and in addition to the proposed solutions, the Ministry of Planning and Investment also requested ministries, central agencies, and local authorities to actively develop implementation plans and disbursement progress for each project, and proactively handle any difficulties and obstacles that arise, aiming to achieve a disbursement rate of over 95% of the assigned plan in accordance with the Government’s instructions regarding the tasks and main solutions for implementing the socio-economic development plan and state budget for 2024.
