Highway Hoa Binh – Moc Chau section through Son La worth nearly 5,000 billion VND

On the afternoon of March 10, the 15th provincial People’s Council of Son La, term 2021 – 2026, approved the investment policy on the construction investment project of the Hoa Binh – Moc Chau expressway, the section located within the province.

According to the assessment of the Son La provincial People’s Council, the investment project for the construction of the Hoa Binh – Moc Chau expressway section is implemented with the aim of promoting socio-economic development and connecting the regions. This project will enhance the competitiveness of the local tourism, especially for Moc Chau National Tourism Area.

In addition, the project opens up opportunities for exploiting the potentials and advantages of services and tourism in Van Ho and Moc Chau districts in particular, and Son La province in general, thereby stimulating socio-economic development and promoting cultural and social exchanges between communities.

This expressway also contributes to ensuring traffic flow in case of incidents on National Highway 6, while also playing an important role in ensuring national security and defense in the area.

The Hoa Binh – Moc Chau expressway passes through Son La with a length of about 32.3 km, starting from the point of Km53+00 in Chieng Yen commune, Van Ho district and ending at Km85+300, connecting with National Highway 43 in Phieng Luong commune, Moc Chau district. The total investment for this project is about 4,938 billion VND, including 3,400 billion VND from the central budget and 1,538 billion VND from the provincial budget of Son La.

The People’s Committee of Son La province proposed allowing the province to implement the project in stages. In which, the phased stage (2024 – 2028) will implement investment in 2 lanes (with continuous emergency lanes), land clearance for a 4-lane road; the next phase (2031 – 2035) will fully invest in the expressway according to the planning.

In January, the Chairman of the People’s Committee of Hoa Binh province also officially approved the project to build the Hoa Binh – Moc Chau expressway section passing through the province, with a length of 34 km. The project has a total investment of 9,997 billion VND, including 8,200 billion VND from the central budget and the remaining amount from the provincial budget. Phase 1 of the project is expected to be implemented from 2024 to 2028.

The Project Management Board of Hòa Bình province will act as the investor for this project. This expressway is designed with a maximum speed of 80 km/h and has a scale of 2 lanes with a total road width of 11m.

The starting point of the project meets the project to build the road section from Da Bac town (Hoa Binh) to Thanh Son (Phu Tho), connecting with the section from Km0-Km19 of the Hoa Binh – Moc Chau expressway (Da Bac town, Da Bac district, Hoa Binh). The end point of the road is at Km53+000, connecting with the expressway section passing through Son La province in Chieng Yen commune, Van Ho district, Son La.

This project handles a large amount of work when it has to construct 30 bridges, including 29 bridges using reinforced concrete and prestressed concrete; one large bridge with a cable-stayed structure is Hoa Son Bridge, crossing Hoa Binh Hydroelectric Reservoir. In addition, the Hoa Binh – Moc Chau expressway will also have 3 tunnels, with the longest tunnel reaching 720m.

Son La and Hoa Binh are currently the two most attractive tourist destinations in the North. In 2023, Hoa Binh province welcomed nearly 4 million visitors, while Son La welcomed 4.5 million visitors.

Tourism is developing, but the transportation connecting Son La and Hoa Binh has not yet caught up. To travel to these two provinces, tourists have to travel on the isolated National Highway 6 from Hoa Binh to Son La, which is more than 230 km long, and there are “accident-prone hotspots” due to mountainous and winding terrain.

The Hoa Binh – Moc Chau expressway project in the future will shorten the travel time from Moc Chau to Hoa Binh from over 2 hours as it is now to about 1 hour. Moreover, it will also shorten the travel time from Son La to Hanoi from 6 hours as it is now to only 2.5 hours.

This expressway is expected to meet the transportation demand, connect the economic and political centers of the Northwest provinces, reduce the current load on National Highway 6, and promote socio-economic development, especially tourism of the localities.
