Reinvigorating and Energizing Motivations: Powering PVN to Achieve Long-Term Goals

The Vietnam National Oil and Gas Group (PVN) adopts a philosophy of managing change, embracing new dynamics, and revitalizing old dynamics to create new sources of energy. This philosophy drives PVN towards achieving its approved 2024 plan and its long-term goal of becoming the leading industrial and energy group in the country and the region, with a prominent position in the international market.

Considering both theoretical and practical aspects, this principle is the addition of new content and the development of quality factors in the production method in terms of production relations and productive forces, suitable for the objective requirements of the current challenging and changing environment.

PRODUCTION FORCE AS THE CORE

The world is witnessing unpredictable changes at a fast and powerful pace in all areas on a global scale. Adapting to change, managing volatility to identify and manage risks as well as seek and exploit opportunities is a self-contained objective for businesses. Especially for large-scale enterprises with the influence of the “resource curse,” under the dominance of traditional driving forces and resources, the level of flexibility in state transformation is an important issue.

Regarding the production force, it is the entire practical strength used in production of society at certain periods, which is the “core of production system”. In terms of structure, the production force includes production materials and labor force used for production. Production materials include labor tools and labor objects. Therefore, supplementing new driving forces for the production force will include: (i) new labor tools; (ii) new labor objects; and (iii) new labor resources. Based on this viewpoint, the PVN leadership has specified it with specific objectives and action programs.

First: Supplement and renew the driving forces related to labor tools.

On a global scale, both production forces in general and production materials in particular are changing rapidly with new technologies. Vietnam is also changing according to the above trend. PVN is evaluated as a pioneer in deploying and applying new technologies intelligently based on the digital platform according to the strategy and digital transformation roadmap that has been approved to cover the business production activities of PVN in order to “support and promote the process of business model transformation, optimize operating methods and enhance management and operation capacity throughout the Group.”

For example, in exploration, survey, and exploitation activities, applying new tools and technologies to analyze the state of mines, build scenarios, enhance mine management efficiency, improve drilling quality, and increase recovery factor. Especially, based on the achievements made recently, continue to draw experiences, process standard to shorten the time to put discoveries, exploration wells into production, convert unfeasible issues into feasible ones, and potential ones into reality; as well as apply new intervention solutions based on new technologies based on big data and AI-created intelligence.

Second: Supplement and renew the driving forces related to labor objects.

Accelerate the implementation of projects in key areas with the state’s interests as the center, projects with spread, and great impact in the value chain and great contribution to the economy and society, ensuring the foundation for sustainable development goals, encompassing and green development; contributing to balancing the value structure in the production and business segments of PVN such as the Lot B – O Mon project chain.

In addition, new supplements meet the requirements of energy transition such as research and development of carbon capture and storage projects (estimated revenue of $700 billion), offshore wind power, and other renewable energy…

In its strategy, PVN leadership has always emphasized the role of the market, considering the market and market issues as both the goal and the solution to supplement driving forces in compensating and increasing the value of PVN’s operating areas; especially in the context of a fragmented global market, broken supply chains creating non-traditional scarcity or abundance.

Together with changes from the technological revolution and the influence of geo-political and economic factors, searching for and establishing new non-physical spaces for development, sustainability, friendliness, and greenness including expanding markets, operating areas domestically and internationally, and digital space are objective needs and necessary in perception and application of the role and relationship of labor objects, to be consistent in the supplementary and renewal perspective of development driving forces.

Third: Supplement and renew the driving forces related to labor resources.

The documents of the 13th National Party Congress also affirmed: “Developing human resources, especially high-quality human resources… Promote research, transfer, application and development of science and technology.” Theory shows that “social existence determines social consciousness”.

PVN is making efforts to build and develop an open ecosystem, on one hand, to maximize convenience for units and applied solutions to increase production and business efficiency, reduce costs based on shared resources; on the other hand, intelligent solutions and new tool systems according to modern trends have encouraged and forced the labor force to improve their qualifications, skills, to “renew” themselves.

Thus, labor productivity is improved. Creating a smart environment will create smart laborers. Of course, when there are new activities, in addition to training and self-training, the need arises to timely supplement high-quality human resources, first and foremost in urgent tasks in priority areas.

EXPLOITING CREATIVITY AND INNOVATION IN PVN’S PRODUCTION RELATIONS

In a production method, production relations are an essential factor. Therefore, it is necessary to consider the connotation and expression of supplementing and renewing driving forces in terms of production relations.

In theory, production relations are the relationship between people in the process of material production, including ownership relations for production materials, relations within organizations, management of the production process, and relations in distributing factors of the production process. Production relations change along with the development of humans and society. Technological innovations can revolutionize the production method, changing both the business model and the linkages between labor.

In production business, the current changing context with many global-scale risks such as extreme weather, socio-political polarization, supply chain disruptions, economic recession, cyber security… will change the way companies and organizations manage production and resources. Recognizing and adapting promptly to these changes is the essence of managing volatility to be proactive in production business. Adding and renewing driving forces in production relations is to identify and implement solutions to supplement, renew related to the three aforementioned relations.

Owning production materials is an aspect of society between people in the unification of resources and social reform through owning and controlling production materials in society. Currently, PVN is making efforts to deploy the Restructuring Plan of Vietnam Oil and Gas Group for the period until the end of 2025, which has been approved in Decision No. 1243/QD-TTg by the Prime Minister.

On the other hand, the formation and development of the business ecosystem of PVN together with the digital conversion strategy will create conditions to increase the efficiency of exploiting production materials owned by different entities for both units and the corporation, reduce investment, time; increase profit and revenue on each capital and asset unit as well as labor productivity.

The Lot B project chain officially kicks off and will bring great benefits to the country.

It will also promote new cooperation to solve increasing challenges, exploit creativity and innovation, research and deploy applications, as well as models and management protocols. This is evident when PVN identifies, establishes value chains in the ecosystem to implement dual short-term objectives to supplement value and long-term development strategy for sustainable development. Therefore, it is necessary to continue researching to supplement and adjust the normative texts system, the model structure to ensure its suitability with the context and objectives.

Supplement and renew driving forces related to management, operation relations. This is an important factor that determines the success of a business. Production management relations directly affect performance, quality, and competitiveness in the market. Therefore, production management must be carefully considered and often require consensus and optimization to ensure development as well as success in the production field. Production forces, conditions, and goals change, requiring changes in management relations.

First: The new, regenerated, and renewed driving forces in this relation are the activating sources, the level of release of the developing production forces, especially the tools, and solutions that are changing rapidly as they are today.

Second: Direct conversion capability into driving forces. Among them, driving forces related to each field can be mentioned. For PVN, these are priority fields and also the main business production blocks such as oil and gas exploration, petroleum industry, electricity and renewable energy industry, oil refining industry, and high-quality technical service sector.

Recently, issues of corporate governance have received special attention from PVN and have been identified as priority tasks and achieved many remarkable achievements such as the legal system governing oil activities, such as the new Law on Petroleum which has been promulgated by the National Assembly and effective from July 1, 2023.

However, with the characteristics and scale of a corporation like PVN, the corporation’s leadership continues to direct the review, proactively recommend and supplement, adjust relevant laws, and regulations to complement, create new driving forces for comprehensive, sustainable development goals, and for the national interest and nation. Also, it is the determination to change the culture, which is both the foundation and an important driving force, raising the level of culture and the contribution value of culture in the PetroVietnam value system.

Regarding supplement and renew driving forces related to distribution relations. This is equally important.

Theoretical basis, labor product distribution relations are an assurance of labor results, which is shared and continuously involved in the reproduction cycle. If implemented well, this process will be a driving force for development; conversely, it can cause inertia in the production process and hinder the development of the enterprise itself.

This relationship impacts the relationships mentioned in production business activities and in the reproduction process, contributing to the development of enterprises. The message from PVN’s leadership is to continue reviewing regulations, ensuring income growth goes hand in hand; the reasonable, fair welfare of workers is one of the important goals of PVN.

With the theoretical basis and practical deployment, it shows that PVN is actively deploying renewing, supplementing new driving forces, new products; evaluating specific results, quantifying the value of each driving force, product and service. Oil and gas workers trust the scientific approach, the appropriate orientation with the operating context to manage volatility, continue to overcome challenges, proudly and trustingly “under the glorious flag of the Party, determined to build a Vietnam that is increasingly prosperous, civilized, progressive, and heroic,” as stated in the article by General Secretary Nguyen Phu Trong; well implementing the government’s direction to create new times, new motivations to complete assigned tasks.
