Direction for the social housing segment?

At the 4th Spring Real Estate Symposium held on March 15th in Hanoi, many experts have proposed restructuring the products in the market to meet the real needs associated with the development of social housing. Among the prominent proposals is the development direction towards rental properties.

In particular, the analysis of social housing, Dr. Nguyen Minh Phong, an economic expert, evaluates that in Resolution No. 01/NQ-CP dated January 5, 2024, the Government set a target of 130,000 social housing units. Currently, according to preliminary statistics, there are more than 400 projects, including 71 completed projects, providing 38,000 units, 127 projects have started construction, many projects have approved investors. In 2024, it is expected that 108 projects will be completed, providing 148,000 units. This can be considered an important highlight of the supply.

In addition, the conditions for access to social housing are also becoming more open. No need for permanent residence, having a house in the countryside but living in the city can still be purchased. Not to mention, the Vietnam General Confederation of Labor participates from the supply side. Along with that, Vietnam itself continues to improve labor income.

However, according to Mr. Phong, the market definitely still faces challenges, one is the dual nature of the real estate market-related laws that have been passed.

Firstly, removing land prices, in the context of increased material costs and labor costs, house prices will increase; secondly, the income of workers has not improved much, thirdly, the state budget supports development projects not really ensuring balance between parties, and finally, the distribution mechanism is still inadequate.

Mr. Nguyen Manh Ha, Deputy Permanent Chairman of the Vietnam Real Estate Association, believes that the viewpoint of the Party and the State is how people have housing, however, the psychology of the majority of Vietnamese people still wants to own their own home, therefore, it is necessary to develop housing towards renting, especially social housing. In many developed countries, including prominent Germany, rental housing is the main type.

“I think that the development of social housing should focus more on renting, increasing the proportion to 30 – 40% will solve the housing problem. The state should encourage businesses and individuals to invest in rental housing. Among the people, there is still a lot of money, but they only know how to deposit it in banks while rental housing is also a potential channel and solves the housing problem,” Mr. Nguyen Manh Ha said.

Prof. Dr. Dinh Trong Thinh, an economic expert, believes that social housing is the state’s planned housing, supporting the vulnerable population. “We need to plan how to bring the characteristics of residential areas, meet the needs of living, working, and living. There is also the view that low-cost social housing leads to low quality, resulting in many completed areas that cannot be sold, people do not come to live, so it is time for us to do it properly,” Prof. Dr. Dinh Trong Thinh emphasized.

Dr. Vu Dinh Anh, an economic expert, asserted that the development of social housing has the problem that it is not designed with a rental mindset, like in Germany, only supporting houses for rent, not supporting homebuyers.

Mr. Phan Duc Hieu, Member of the Standing Committee of the Economic Committee of the National Assembly, analyzed that for the development of social housing, we should not have an approach of “we should only” or “we only do” but need to approach in many ways, many perspectives to ensure that the ultimate result is assistance for the people. “The Land Law of 2024 has many new points compared to the old law, and we need to approach it from a broader perspective,” Dr. Phan Duc Hieu emphasized.
