On March 13th, Deputy Prime Minister Tran Hong Ha sent a letter to the Ministers of Transportation, Defense, Planning and Investment, Finance, Natural Resources and Environment, and the Chairman of the People’s Committee of Dong Nai Province regarding the investment in Bien Hoa Airport using the public-private partnership (PPP) method.
The current Bien Hoa Airport.
Accordingly, the Government agrees to assign the People’s Committee of Dong Nai Province as the authorized agency to implement the Bien Hoa Airport project using the PPP method as proposed by Dong Nai Province, the Ministry of Transportation, and the opinion of the Ministry of Planning and Investment.
Deputy Prime Minister instructs the Ministry of Defense, Planning and Investment, Finance, Natural Resources and Environment, and relevant agencies to coordinate and support the People’s Committee of Dong Nai Province in the project implementation process. The People’s Committee of Dong Nai Province directs the close cooperation with the ministries and relevant agencies during the implementation process.
The overall planning for the development of the national airport system during the period 2021-2030, with a vision until 2050, approved by the Prime Minister, has assigned the People’s Committees of provinces and cities with new airport planning (including Bien Hoa and Thanh Son airports) to consider and report to the Prime Minister. The assigned agency is the authorized agency to implement the airport investment using the PPP method while ensuring effectiveness, safety, and conducting full assessments of relevant impacts.
In November 2022, the Government issued Resolution No. 154/NQ-CP, promulgating the Government’s action program to implement Resolution No. 24-NQ/TW of the Party Central Committee, assigning the People’s Committee of Dong Nai Province as the leading agency in upgrading Bien Hoa Airport to a dual-use airport at level 4E.
