How will the upcoming 16 billion-dollar airport in Vietnam recruit an enormous workforce?

Long Thanh International Airport to employ over 13,000 people by 2026

At the Human Resources Training conference for Long Thanh Airport held on March 13, the Vietnam Airport Corporation (ACV) revealed that Long Thanh Airport is planned to be the largest airport in the country; a 4F airport (according to the International Civil Aviation Organization – ICAO classification), with a transit hub function in the Southeast Asian region, competing with major airports worldwide.

Long Thanh Airport has a capacity of 100 million passengers and 5 million tons of cargo per year. The total investment capital for the project is about VND 336,630 billion (approximately USD 16 billion). Phase 1 will have a total investment of nearly VND 110,000 billion, including runway construction, terminal building, and associated facilities with a capacity of 25 million passengers per year, expected to be completed by 2026.

At the conference, Vo Tan Duc, Chairman of Dong Nai Provincial People’s Committee, said that Phase 1 of Long Thanh Airport is expected to be operational in 2026. Therefore, preparations for high-quality human resources training need to start now.

Dai bieu Kinh te do thi reported Vo Tan Duc as saying that Phase 1 of Long Thanh Airport will have a demand of about 13,000 laborers, including 5 doctoral degree holders, over 400 master’s degree holders, over 5,300 university degree holders, 2,200 college and vocational school graduates, 3,800 high school graduates, and about 2,000 unskilled workers.

Speaking about labor recruitment standards, representatives from Long Thanh International Airport operations said that aviation personnel is a specialized profession with requirements for security and safety. The training institutions for aviation-related industries and professions need to be licensed by the competent authority before working. For unskilled workers, a high school diploma or higher and a minimum TOEIC score of 300 or equivalent are required…

Currently, Dong Nai province has 21 schools (including 6 universities, 10 colleges, and 5 vocational schools) offering 78 fields of study, but none of them specialize in aviation.

Regarding the preparation of human resources for Long Thanh Airport, Nguyen Hong Linh, Secretary of the Provincial Party Committee, emphasized the importance of creating opportunities for local residents, especially those from Long Thanh district. These are the people who have contributed land and made sacrifices to build the airport. The prosperity of this area must be accompanied by the development of its residents. It is unacceptable for Long Thanh Airport to develop while local youth are unemployed due to lack of training, lack of vocational education, and lack of employment opportunities.

Nguyen Hong Linh believes that it is essential to encourage training of human resources in Dong Nai. To improve the quality of human resources, there must be collaboration in training. Universities in the province are encouraged to collaborate with specialized aviation universities to open departments and majors for training and increase the quantity and quality of training.

For airport workers, attention must be given to language skills, cultural understanding, and a friendly and welcoming attitude.

Handover and operation by early 2026

Recently, the Government Office issued a notification on the conclusions of Prime Minister Pham Minh Chinh during his inspection and work on the implementation of key projects and works. Among them is the Long Thanh Airport Phase 1 project.

Prime Minister Pham Minh Chinh emphasized that this is an important national project, which was approved by the National Assembly for investment policy in 2017, and approved by the Prime Minister for investment in 2020, but the initial phase has been progressing slowly.

Thanks to the strong guidance of the Government, the Prime Minister’s involvement, active support, attention from all levels and sectors from central to local, there have been positive changes. Significant progress has been made over the past 2 years, particularly in selecting international contractors for the most important package of the project (the passenger terminal package).

The Prime Minister requested that the investors urgently review the overall and detailed progress, completion milestones, and new completion milestones of the works and components for implementation, inspection, monitoring, and supervision. The relevant units must regularly inspect, strengthen inspections, monitoring, and ensure the quality of construction in accordance with regulations. The project must have architectural features, greenery, and appropriate landscapes to enhance its beauty.

“Focus on completing and handing over the operation by the first half of 2026” – the announcement explicitly stated.

According to the Airport Corporation of Vietnam (ACV) report on the project’s construction progress, the construction and installation of the Long Thanh Phase 1 passenger terminal equipment officially began at the end of August 2023.

Immediately after the groundbreaking ceremony, the consortium of contractors urgently mobilized over 2,000 workers and more than 800 pieces of equipment to implement the project’s tasks.

During the recent Lunar New Year holiday, the consortium of contractors still mobilized nearly 400 personnel to stay and work at the construction site. “To date, the entire volume of underground work has also been completed, bringing the construction to an elevation of 0.00”- said the ACV representative.

ACV also stated that the concrete and steel structure construction is expected to be completed by the end of 2024, with the roof of the passenger terminal basically completed by August-September 2024 for the subsequent steel structure installation.

In parallel with the construction progress, the entire procurement process and equipment ordering have also been contractually executed with suppliers and manufacturers to initiate production, production of components… to meet the set deadlines.

According to ACV, the construction and installation package is striving to complete the entire construction part by December 2025. Complete the installation of vertical components by March 2026 in parallel with the completion, installation, and trial operation of equipment starting from early 2026.

Regarding package 4.6, construction, and installation of runway, taxiway, apron (cargo terminal, hangar, isolation), and other works, ACV said that the construction of the runway, taxiway, and apron is expected to be completed before June 2025.
