Chairing a working session with agencies on the preparation for organizing the question and answer session at the 31st session of the National Assembly Standing Committee, Chairman of the National Assembly Vuong Dinh Hue emphasized that this is a regular task in the activities of the National Assembly and its Standing Committee.
In recent years, before the question and answer sessions, the National Assembly Standing Committee has had the initiative to organize preparatory meetings to discuss the organization methods, helping the question and answer sessions achieve the highest quality.
Practice has shown that the preparatory meetings for the questions have been effective and contributed to the success of the question and answer sessions, which have been welcomed by the agencies.
“Questioning is not an examination, it is a form of supervision, to hold the community accountable, clarify the situation, suggest solutions to better perform the functions and tasks of state agencies,” Chairman of the National Assembly emphasized.
At the working session, the deputies listened to the Secretary-General of the National Assembly, Chairman of the Office of the National Assembly Bui Van Cuong reporting on the preparation for organizing questioning activities at the 31st session of the National Assembly Standing Committee.
According to the program of the 31st session, the National Assembly Standing Committee will dedicate a working day (March 18, 2024) to question and answer activities. In the morning session, the National Assembly deputies will question the Minister of Finance on the following topics: Insurance business management and supervision activities and life insurance business activities.
The topics also include the appraisal and licensing of financial service companies, the implementation of laws on lottery business, gambling, casinos, and electronic games with prizes. Customs procedures, customs inspection and supervision; prevention and control of smuggling, illegal transportation of goods across borders. Price management and decision-making on the prices of goods and services in the list of goods and services priced by the State.
In the afternoon session, the deputies will question the Minister of Foreign Affairs on the following topics: Protection of Vietnamese citizens abroad; violations of Vietnamese law by Vietnamese citizens abroad and foreigners in Vietnam; protection of the legitimate rights and interests of Vietnamese fishermen.
The topics also cover the situation of implementing bilateral, multilateral agreements and solutions to promote the implementation of economic, trade, and investment cooperation agreements; support for expanding export markets for Vietnamese goods, supporting Vietnamese businesses to avoid fraud. Promoting and promoting Vietnam’s tourism to the world and visa exemption for foreign nationals entering Vietnam to develop tourism. The management, organization, and improvement of the capacity of the foreign affairs sector (including Vietnamese representative agencies abroad); solutions to enhance anti-corruption and negative activities in foreign affairs.
Regarding the question and answer format, the Secretary-General of the National Assembly, Chairman of the Office of the National Assembly stated that the questioning would follow the regulations in the Rules of Procedure as in previous sessions, the Chairman would invite 3 to 5 deputies to ask questions, each deputy would have no more than 1 minute to ask the question, and the person being questioned would have no more than 3 minutes to answer each question, and the debate should not exceed 2 minutes for each round of questioning. National Assembly deputies registered their questions and debates through the National Assembly App. Before the National Assembly deputies commence the questioning, each Minister has a maximum of 5 minutes to speak about the question.
The question and answer session will be broadcast live on the Voice of Vietnam, televised live on the Vietnam Television, and the Vietnam National Assembly Television.
“Implementing the instructions of the Chairman of the National Assembly, to serve the question and answer activities at the 31st session of the National Assembly Standing Committee, the Secretary-General of the National Assembly has directed a review and inspection of the content as well as the necessary conditions. So far, the preparation has been basically implemented according to the plan,” Mr. Cuong said.
In the discussion at the session, the Minister of Foreign Affairs and the Minister of Finance highly appreciated the initiatives and work of the National Assembly Standing Committee to ensure the success of the question and answer session. The practice has shown that the preparatory meetings have been practical and effective.
Minister of Foreign Affairs Bui Thanh Son also shared that this session of the question and answer is an opportunity for the Ministry to report to the National Assembly deputies, constituents, and the people of the country about the results in performing tasks and contributing to the overall foreign affairs work of the Party and the State. Through this, he hopes to receive the sharing, support, and assistance of the National Assembly deputies in the process of building and improving institutions and policies to promote and enhance the effectiveness of foreign affairs work in the coming time. Minister of Finance Ho Duc Phoc also affirmed that he will make every effort to answer and fulfill his responsibilities before the Party, the State, the National Assembly deputies, and the people.
In concluding the working session, Chairman of the National Assembly Vuong Dinh Hue stated that the topics of the question and answer session at the 31st session of the National Assembly Standing Committee, although not new, are complex and require careful preparation of content, reports, draft resolutions for questioning, and related documents. Along with that, the organization of the question and answer sessions needs to adhere to the topics mentioned, the Ministers need to prepare carefully, answer concisely, and focus on the key issues.
Chairman of the National Assembly also proposed that press agencies with a spirit of construction, adhering to the content of questioning, objectively and comprehensively reflect, contribute to the overall success of the question and answer sessions.
