Prevent Tax Loss for Phantom Contract Cars

The Ministry of Transport (MOT) has recently requested the Vietnam Road Administration and the Departments of Transport in provinces and cities to enhance coordination in managing the prevention of tax losses for passenger transport vehicles under contract and clandestine vehicles.

Following the guidance of Deputy Prime Minister Le Minh Khai, the Ministry of Transport requests that the Vietnam Road Administration coordinate with the Departments of Transport to enhance data exploitation from the GPS devices of cars and image data from onboard cameras, complete transportation management software, and connect and share information to strengthen coordination in managing, inspecting, and monitoring compliance with regulations in transportation business activities.

For the Departments of Transport of provinces and cities, the Ministry of Transport requires them to inspect passenger transport businesses operating under contracts and tourist transportation businesses by cars in complying with regulations on business and conditions for operating transport businesses by cars.

The situation of contracted cars picking up and dropping off passengers is happening on many streets in Hanoi and Ho Chi Minh City.

Localities need to focus on inspecting passenger transport businesses operating under contracts and tourist transportation businesses by cars that have representative offices of transport units located in Hanoi, Ho Chi Minh City, or operate regular and daily passenger transportation activities connected to these two cities.

Specifically, the Ministry of Transport requests localities to strengthen inspection and handling of passenger transportation activities at locations such as illegal taxis and illegal bus stations and provide information to local tax authorities to enhance management and avoid tax losses in transportation activities.

Previously, Deputy Prime Minister Le Minh Khai requested the Ministry of Finance and the Ministry of Transport to tighten contracted car operations and prevent tax losses from this type of transport in the context of complex contracted car operations in many major cities.

Recently, Tien Phong continuously reported about the chaotic situation of illegal taxis and illegal bus stations during holidays and Tet. Typical examples are the cars of Hoa Huong Duong Company running undercover on the Hanoi – Bac Giang route, Hai Binh Car Company, X.E Vietnam, Quynh Thanh Vip Limo, and Van Anh Limousine, which specialize in picking up passengers and operating within the inner city. Despite continuous fines by authorities, this situation is still ongoing. There are cases of violations causing public uproar, such as the Thanh Buoi Car Company.
