Surprising confession of two robbers who stole 1 billion VND in Vinh Phuc

Three individuals who met through a group called "The Debtors' Society" have conspired to rob one billion Vietnamese dong from a woman in Vinh Phuc due to their financial debts and lack of disposable income.

The Vinh Phuc Provincial Police Investigation Agency has initiated criminal proceedings, ordered temporary detention of Nguyen Hoai Nam (born in 1999, residing in Kien Hung ward, Ha Dong district, Hanoi) and Nguyen Van Hung (born in 1992, residing in Bac Thang hamlet, Lien Hoa commune, Kim Thanh district, Hai Duong province), and issued a special arrest warrant for Duong Duc Luan (born in 2000, residing in Nhu Lang hamlet, Ha Hai commune, Ha Trung district, Thanh Hoa province) for the crime of robbery, related to the robbery of VND 1 billion from a woman in Vinh Phuc province.

Prior to that, on the afternoon of March 8, Vinh Phuc Provincial Police received a report about a woman named Phan Thi T. (born in 1990, residing in Vinh Tuong district) who withdrew VND 1 billion in cash from Vietinbank. While driving back in a car, Ms. T. stopped on Me Linh street (Lien Bao ward, Vinh Yen City) when she was approached by two male suspects on a Honda Vision motorbike, who snatched her nylon bag containing the VND 1 billion she had just withdrawn from the bank.

During the investigation and pursuit, the police determined that in addition to the two male suspects directly involved in the robbery of Ms. T., there was another male suspect wearing black-rimmed glasses, riding a Honda Wave motorbike, who also participated.

By 3:00 a.m. on March 10, the Criminal Police Division of Vinh Phuc Province coordinated with the Police of Kim Thanh district, Hai Duong province, to apprehend the second suspect, Nguyen Van Hung. This suspect had four previous convictions and directly committed the robbery against Ms. T. Another suspect, Duong Duc Luan, is still at large.

During the investigation, Nguyen Hoai Nam and Nguyen Van Hung confessed that they had a large amount of debt and lacked personal spending money, so Hung, Nam, and Luan joined the Facebook group “Debtors Association… – nationwide.” The three suspects did not have any prior relationship with each other.

Subsequently, the three suspects communicated privately and met to discuss and agree on the robbery of people who withdrew money from banks in Vinh Yen City, Vinh Phuc province. They agreed that Nam would go to the bank counter to observe and identify special customers, particularly women, who withdrew large amounts of money, and then provide the information to Hung and Luan through Facebook. Hung and Luan would wait outside to conduct the robbery.

From March 5, the three suspects rode two motorcycles to Vinh Yen City and visited several banks, but they did not carry out any robberies. Around 3:40 p.m. on March 8, after observing the bank counter in Vinh Yen City and seeing Ms. T. withdrawing VND 1 billion, Nam informed Hung and Luan, who then snatched the entire amount and fled.

While evading capture and returning to Hanoi, the suspects took different routes, changed their initial clothing to evade pursuit by the police. After returning to Hanoi, the suspects divided the stolen money among themselves and fled.

The Vinh Phuc Provincial Police Investigative Unit requests that anyone who knows or detects the wanted suspect, Duong Duc Luan, mentioned above, should arrest and immediately bring him to the police, the Prosecutor’s Office, or the nearest People’s Committee, and also immediately notify the Criminal Police Division of Vinh Phuc Province at telephone number: 0692.621.236 or Investigator Nguyen Viet Hung at telephone number 0975.125.335 to coordinate the resolution according to regulations. The Vinh Phuc Provincial Police will offer a reward to anyone who provides valuable information and keeps it confidential, ensuring absolute safety for the informant.

The Vinh Phuc Provincial Police requests that Duong Duc Luan surrender himself promptly to enjoy the leniency of the law.
