Positive progress in capital disbursement for national target programs implementation

The funding disbursement for national target programs has seen improvements and positive developments. Approximately 83% of the investment capital disbursement has been achieved, while the disbursement for enterprise funds has reached about 36.3% of the assigned plan.

This is the content of the Announcement No. 93 / TB-VPCP dated March 13, 2024 on the conclusion of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee at the 5th online meeting of the Central Steering Committee of National Target Programs for the period 2021-2025 with localities on the situation of implementing national target programs in 2023 and the first 2 months of 2024, tasks, key solutions in the coming period.

According to the Announcement, in 2023, the National Assembly, the Government and localities were very determined and proactive in completing the legal corridor, the system of mechanisms and policies to remove difficulties, and accelerate the disbursement of capital to implement national target programs. Specifically, the National Assembly issued 02 Resolutions; The Government and ministries issued 01 Decree, 06 Circulars, 04 Guidelines; localities issued new or amended and supplemented many Resolutions of the People’s Council, Decisions of the People’s Committees, especially Resolution No. 111/2024/QH15 on mechanisms and policies specific to the implementation of national target programs approved by the 15th National Assembly on January 18, 2024 at the 5th extraordinary session.

However, in the actual implementation of national target programs, there are still some limitations and difficulties such as: The disbursement rate has positive changes but still has limitations, the disbursement pressure in 2024 is very high; infrastructure, especially rural transport infrastructure in some localities, shows signs of downgrading and has not been paid attention to investment, maintenance, repair due to capital constraints; matching funding of local budgets to implement national target programs is still difficult due to a decline in revenues; capacity and sense of responsibility of the task force in some areas, agencies, units have not yet met the task requirements; there is a situation where some localities do not want to complete the procedures for recognizing new rural areas or poverty escape; coordination, sharing, learning experiences among central ministries, agencies, localities has not been truly effective …

In the coming time, to strive to fulfill the highest goals and targets assigned by the National Assembly, to be determined to disburse 100% of the planned capital assigned in 2024, Deputy Prime Minister, Head of the Central Steering Committee requested ministries, agencies, localities to be more urgent, resolute, to implement the Resolutions of the National Assembly, the Decrees, Resolutions of the Government, Directives, Communications, Conclusions and guiding opinions of the Prime Minister, Deputy Prime Ministers, Head of the Central Steering Committee on accelerating progress of disbursement, removing difficulties, and obstacles in the process of implementing national target programs to ensure more effective, high-quality, investment concentration, key focus, avoiding fragmentation, dissipation, waste, negativity, and group interests.

In which, Deputy Prime Minister requested Ministers, Heads of Central Agencies and Chairmen of Provincial People’s Committees to elevate the sense of responsibility of the leaders, proactively, resolutely direct subordinate units to thoroughly study to implement immediately, the special mechanisms and policies stated in Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly.

The Ministry of Planning and Investment is responsible for urgently coordinating with relevant ministries, agencies, and localities to absorb and explain the full opinions of Government members to complete the draft Decree replacing Decree No. 57/2018 / ND- CP dated April 17, 2018 of the Government on mechanisms and policies to encourage enterprises to invest in agriculture, rural areas, and report to the Prime Minister in March 2024.

At the same time, the Ministry of Planning and Investment is in charge of coordinating with relevant ministries, agencies, and localities to submit to the Prime Minister for promulgation regulations on building the national database, online reporting regime on the Monitoring and Evaluation System of national target programs and complete the establishment of the Monitoring and Evaluation System of national target programs in April 2024. On that basis, the Ministry of Agriculture and Rural Development, the Ministry of Labor – Invalids and Social Affairs, the Committee for Ethnic Affairs urgently build and complete the management system for each national target program and complete data interoperability with the System of the Ministry of Planning and Investment in the second quarter of 2024.

Synthesizing the difficulties, obstacles, and recommendations of localities in the process of implementing national target programs and Resolution No. 111/2024/QH15, specifically proposing solutions to handle, the competent authorities according to regulations; report to the Prime Minister in March 2024.

Review, summarize, propose solutions to resolve difficulties and issues related to the assignment, adjustment of targets, tasks of each national target program for ministries, sectors, and localities in the 2021-2025 period and every year; report to the Prime Minister in March 2024.
