Quảng Nam to become a centrally-governed city

Quang Nam is a province located in the center of Vietnam, belonging to the key economic region of Central Vietnam. The total natural area of ​​the province is 1,057,474 ha. Quang Nam has the Chu Lai Open Economic Zone – the first coastal economic zone of Vietnam, operating in multiple industries and fields according to international standards.

According to the province’s 2021-2030 planning, vision to 2050, by 2030, Quang Nam strives to become a relatively developed province in the country; an important growth pole of the Central Highlands – Central Coast region.

In terms of the economy, the planning sets a target to maintain an average annual GRDP growth rate of over 8% from 2021 to 2030; the average per capita GRDP reaches over $7,500.

Regarding infrastructure, The planning defines the investment in Chu Lai Airport to meet international airport standards with a 4F level (the highest planning level of the world’s civil aviation organization); Quang Nam seaport meets Type I standard, accommodating ships up to 50,000 DWT.

By 2050, Quang Nam aims to become a centrally-governed city, making a significant contribution to the central budget; an important international tourism center maximizing the value of world cultural heritage and biosphere reserves.

Development Directions for Key Industries

In terms of industry, the province will rapidly increase the contribution of processing and manufacturing industry to become the main pillar of the economy; promote the development of production industry, automobile assembly, mechanical products, electronics; establish a national multi-purpose mechanical center and national automobile center.

In terms of agriculture, Quang Nam will convert drought-affected and saline-affected crops, inefficient rice cultivation areas to high-value crops, livestock, specialized areas for vegetables, medicinal plants.

Develop agriculture associated with OCOP products production, making Quang Nam the leading locality in terms of quantity, variety, and quality of OCOP products.

For trade, services, and tourism, the planning determines the development of modern comprehensive services as the leading role; develop Chu Lai International Airport and Quang Nam seaport system connected with tax-free zones, industrial parks.

The province will build a logistics center at the Nam Giang International Border Economic Zone to serve goods from Thailand, Laos to Vietnam and vice versa.

The province will maximize the value of world cultural heritage sites Hoi An, My Son, and Cu Lao Cham Biosphere Reserve; focus on developing various forms of tourism such as sightseeing, resorts, entertainment, sports, events, health care.

Along with that, accelerate the green and digital transformation; develop green economy, circular economy, marine economy; strengthen regional and interregional linkages according to the national overall planning, national level planning, Northern Central Region Planning, and Central Coast Marine Planning.

“2 Regions, 2 Dynamic Clusters, 3 Development Corridors” Structure

In his speech at the announcement of the 2021-2030 planning for Quang Nam province and the opening of the 2024 National Biodiversity Recovery Year, Chairman of the Quang Nam People’s Committee Le Tri Thanh emphasized that Quang Nam will organize its economic and social activities according to the structure of “2 Regions, 2 Dynamic Clusters, 3 Development Corridors”.

The planning identifies the Eastern region of Quang Nam as the province’s dynamic region with key economic sectors being maritime economy, industry, trade, services, tourism, and agriculture.

In the Eastern region, Tam Ky is the administrative, economic, educational, and training center, while Hoi An is an ecological-cultural-tourism city, international exchange, and Dien Ban is an industrial and innovative development town.

The Northern dynamic cluster consists of Hoi An, Dien Ban town, and Dai Loc district, which are closely linked to Danang city in the urbanization and development process of the locality. Exploit the urban heritage advantages of Hoi An, the new urban development space advantages of Dien Ban town, develop industrial urbanization in Dai Loc and integrate other elements of neighboring localities to create a regional development program in Northern Quang Nam attached to the development orientation of Danang City.

The Southern dynamic cluster consists of Tam Ky city, Nui Thanh district, Phu Ninh district with the main function of developing the province’s industrial center. Particularly, this area has seaports, airports that are national and international construction works, and is directed to merge Tam Ky City and Nui Thanh district to build a type-I urban area.

Coastal corridor, from Quang Nam highway to Quang Ngai, extending to the sea, this area has advantages for developing industries such as industry, tourism, services, and vocational training with the development of current urban areas in the province. With the elevated nature and scale, especially the type-I urban area including Nui Thanh and Tam Ky cities.

Regarding the second corridor connecting from National Highway 14B, 14E to Nam Giang international border economic zone through Laos, through Thailand, this is a corridor with a significant significance of exploring the western region of Quang Nam connecting with adjacent localities to increase the amount of goods coming to Quang Nam to develop trans-Asian tourism, simultaneously connected with the Central Highlands region with the 14B route linking the development of tourism goods between the Central Coast and the highland region of Vietnam.

The corridor along the East Truong Son road and Ho Chi Minh road in the western region of the province will focus on hydropower industry, mineral processing and exploitation, agriculture, forestry, conservation, and promotion of the unique culture of ethnic minorities; is a trade gateway with the Central Highlands and Thua Thien Hue province.

“The Government wants Quang Nam to form an internationally competitive industry, which is the Aviation Service Industry Center at Chu Lai Airport. Based on the potential of Chu Lai Airport, the Government identifies this center as playing a very important role, opening up a completely new industry in Vietnam,” said Chairman of the Quang Nam People’s Committee Le Tri Thanh.

Along with that, Quang Nam seaport has also been identified as a Type I seaport, and this port will become a logistics center, a container hub of the Central and Central Highlands region, and an important gateway for exchange of goods across Asia from Thailand through Laos to Da Nang and Quang Nam.

In the first 2 months of 2024, the province’s industrial production index has shown positive growth. Along with that, the number of visitors and tourists has increased significantly compared to the same period in 2023, especially the number of international visitors.

The capital investment from the state budget under the local management in the first 2 months of 2024 reached over 897 billion VND, an increase of nearly 23% compared to the same period and reaching nearly 11% of the annual plan.

The state budget revenue reached over 3,844 billion VND, equal to 19.13% of the 2024 planned revenue assigned by the Provincial People’s Council, an increase of 4.3% compared to the same period in 2023.
