The Ho Chi Minh City Police Investigation Agency (Investigation Agency Office) has initiated legal proceedings, conducted temporary detention of Võ Ngọc Hạ Quyên (born in 1975; permanent address: 147/4 Nguyễn Sỹ Sách, ward 15, Tân Bình district) for the crime of “Fraudulently appropriating property.”
According to the investigation results, Võ Ngọc Hạ Quyên is a person engaged in real estate trading in Ho Chi Minh City, regularly contacts individuals with financial capabilities. Quyên has created a facade of wealth, specializing in buying and selling high-value real estate, living in villas, and driving luxury cars to interact with financially capable individuals.
To build trust, Quyên repeatedly borrowed money from victims, initially repaying the principal and interest in full. Then Quyên called for capital contributions to buy high-value houses, land in the central areas of the city, or mobilized funds for banks’ loan repayments. After learning about the actual value of the properties, Quyên provided information about lower buying prices compared to the actual value to make the victims feel it was cheap, agree, and transfer the contributed capital to buy real estate.
As for the method of mobilizing funds for the bank loan repayments, Quyên offered high-interest rates to exploit the victims’ greed. After receiving the money, Quyên only used a part of it to make a deposit to purchase real estate, not for the purpose of repaying the bank and spent the rest for personal purposes.
Until now, it has been determined that from 2019 to 2021, using the above-mentioned methods, Võ Ngọc Hạ Quyên has fraudulently appropriated over 80 billion VND from Mr. N.V.H (residing in Vinhomes Central Park, 720 Điện Biên Phủ, Ward 22, Bình Thạnh district), Ms. N.T.B (residing in Hiệp Bình Chánh ward, Thủ Đức city), Ms. N.T.Đ (residing in Tân Xuân commune, Hóc Môn district), Mr. P.N.V and Ms. Đ.T.R (residing in Ward 15, Tân Bình district), and Mr. Đ.V.M (residing in Ward 11, Tân Bình district).
Currently, the Ho Chi Minh City Police Investigation Agency (Investigation Agency Office) is continuing its expanded investigation to clarify the full extent of Võ Ngọc Hạ Quyên’s criminal behavior and the involved individuals, to determine the nature and severity of the case for thorough and strict legal proceedings.
