In 2010, the People’s Committee of Thanh Hoa province approved the investment in the construction of a student housing complex in Quang Thanh ward, Thanh Hoa city. The project, with a total investment of nearly 600 billion VND, is led by the Department of Construction of Thanh Hoa, occupying an area of about 2.5 hectares and consisting of 3 blocks of 15-storey buildings. The aim of the project is to provide accommodation for students in Thanh Hoa city.

The project was implemented in 2011, and after a year of construction, only one building with about 10 floors was completed. Since then, the project has been left abandoned for many years.

In 2016, the People’s Committee of Thanh Hoa province approved the investment plan for a social housing project (converted from a student housing project to social housing for low-income people). The project is implemented by Hop Luc Infrastructure and Construction Investment Company Limited, located in Sam Son city, Thanh Hoa province.

Current status of the project

In 2017, the project’s investment plan was adjusted. The social housing project for low-income people includes about 960 units, including 900 social housing units and 60 commercial housing units. The total estimated investment is over 450 billion VND.

Subsequently, the project continued to carry out the next phases of construction. However, it was only for a short period of time before the project stopped again and remained stagnant. Currently, only one 16-storey building has been completed, with hundreds of apartments, while the rest of the land is still empty.

According to the representative of the Department of Construction of Thanh Hoa province, in October 2023, the People’s Committee of Thanh Hoa province made a decision to allocate land to Hop Luc Infrastructure and Construction Investment Company Limited to carry out the project.

The total area allocated is nearly 2.5 hectares, including 8,700m2 for housing construction; 15,600m2 for shared technical infrastructure, including green spaces, internal roads, parking lots, and power stations. The completion period is not more than 24 months.

The reason for the slow implementation of the project, explained by the representative of the Department of Construction of Thanh Hoa, is due to the undefined boundary of land clearance, leading to the need for project planning adjustments. In addition, the high-voltage power line within the project has not been relocated, which also delays the project’s paperwork and procedures for land transfer…
