Confusion Over Bac Giang’s Dong Viet Bridge Project

Dong Viet Bridge (Bac Giang) is expected to be completed by the end of August. Despite the arrest of the leader of the Thuan An contractor, the project is still under construction as usual. However, provincial leaders and investors have admitted that they are confused and unsure whether the project will meet its set deadline.

According to VietNamNet, the construction of Dong Viet Bridge in Bac Giang province has been progressing normally in recent days. The workers continue to work on the construction site.

Regarding the arrest of the leaders of Thuan An Group – the joint venture that won the contract for the project – Mr. Le O Pích, Vice Chairman of the People’s Committee of Bac Giang province, said that this has caused much confusion for the locality. In the coming time, the province will assess and review the overall project.

“Since the incident is still very new, we have not yet been able to assess the impact. We will provide more information as it becomes available,” Mr. Pích told VietNamNet.

The nearly 1,500 billion VND Dong Viet Bridge connecting the two provinces of Bac Giang and Hai Duong is taking shape. This is a project that was won by the Thuan An Group joint venture.

According to Mr. Ngo Thanh Duy, Deputy Director of the Department of Management of Investment Projects, Construction of Transport and Agricultural Works of Bac Giang province, the persons in charge of the Dong Viet bridge project have been arrested to facilitate the investigation.

“The unit has not yet assigned a new person in charge, so we do not have any specific information on the current status of the project, or whether the progress is sufficient to complete the project on time. In the coming time, the province will reassign roles to personnel and develop a plan to ensure the progress of the project,” said Mr. Duy.

He added that Thuan An Group and the joint venture are still carrying out the project, because “they are still obliged to do so as per the contract”.

Mr. Hoang Van Thanh, Chairman of the People’s Committee of Yen Dung district (Bac Giang province), said that the Dong Viet bridge project is located in the district, and the locality is only involved in site clearance, while the progress of the project is managed by the investor, not by the local authorities.

The Dong Viet Bridge is expected to be completed and put into operation by the end of September 2024. It is the first and largest cable-stayed bridge in Bac Giang province, crossing the Thuong River and connecting to Hai Duong province.

The site clearance was completed 2 years ago.

According to the approved plan, the project has a total length of 8.59km. Of which, the approach roads to the bridge on both sides are about 7.86km long, and the Dong Viet bridge itself is about 731.2m long.

The project will be implemented over a period of 3 years (2022-2025), using funds from the provincial budget and local government bonds.

Recently, the Investigation Police Agency of the Ministry of Public Security (C03) has initiated a case on violations of bidding regulations causing serious consequences; giving bribes; receiving bribes occurring at Thuan An Group Joint Stock Company (Thuan An Group) and related units and organizations.

The investigating agency has initiated proceedings, arrested and detained Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group, for violating bidding regulations causing serious consequences and giving bribes; and also arrested and detained Tran Anh Quang, General Director, for giving bribes.

In addition, the investigating agency also initiated proceedings, arrested and detained Nguyen Khac Man, Deputy General Director of Thuan An Group; Nguyen Van Thao, Director, and Dam Van Cuong, Deputy Director of the Department of Project Management for Construction of Transport and Agricultural Works of Bac Giang province; Hoang The Du, Head of the Department of Project Management of Bac Giang province.
