On April 17, Quang Ngai Provincial Inspectorate announced the conclusion of the inspection of the acceptance, finalization, and payment of the coastal road project from Trung Duong Service Area to Duc Loi Border Station (Duc Loi commune, Mo Duc district, Quang Ngai province).
The inspection conclusion pointed out a series of violations from the budgeting, construction, acceptance, and payment stages of the project, resulting in more than 1 billion VND being misappropriated and lost from the budget.
The project belongs to the group C project category carrying out the national target program (NTP) for new rural construction of Quang Ngai province, with a total capital of 3.8 billion VND, invested by the Management Board of Duc Loi commune NTP.
The construction time was from March to November 2019. The project is over 1.7km long.

According to Quang Ngai Provincial Inspectorate, the project was surveyed, prepared with a technical and economic report by Thien An Construction Consultant Co., Ltd, and appraised by the Infrastructure Economic Division of Mo Duc district. However, the two units prepared and approved incorrect estimates, duplicating the volume of earth filling, which increased the estimate by more than 929 million VND.
In addition, the provincial inspectorate concluded that the construction contractor, Cong Thanh Consulting and Construction Co., Ltd., intentionally violated the law to misappropriate nearly 986 million VND with dishonest bidding documents. This enterprise also intentionally accepted false construction and installation volumes and did not calculate the actual construction volume.
The supervision of the project by Thanh Cong Construction and Trading Consulting Co., Ltd. showed signs of intentional violations, leading to the misappropriation of more than 31 million VND and the loss of nearly 986 million VND from the state budget.
Regarding investment management and construction, the Management Board of Duc Loi commune National Target Program loosely managed, leading to payment and finalization violations, increasing the project value by more than 1 billion VND.
According to the Quang Ngai Provincial Inspectorate, the causes of the violations were that the People’s Committee of the commune, the Management Board of the Duc Loi commune NTP, loosely managed investment and construction; the Infrastructure Economic Office of Mo Duc district lacked responsibility and failed to detect violations; the contractor, the design and estimate unit, and the supervisor showed signs of intentional violations.
Therefore, the Quang Ngai Provincial Inspectorate issued a decision to recover the misappropriated amount of more than 1 billion VND to the state budget.
To date, the units have fully deposited this amount into the provisional account of the provincial inspectorate at the Quang Ngai State Treasury.
Considering the nature and extent of the violations, the Quang Ngai Provincial Inspectorate proposed prosecuting and transferring the case file to the Investigation Police Agency of the provincial Public Security Department for consideration and prosecution of criminal cases for violations of management and use of public investment capital, construction works causing serious consequences.
