On April 16, the Investigation Police Agency of Ho Chi Minh City sent out a search warrant for Ms. Tran Thi My Hien (61 years old, living in District 1), who had just escaped from the Bien Hoa Central Institute of Psychiatric Forensic Medicine.

Ms. Hien was the former Director of the Hoang Gia Golden Land Company Limited. She was a defendant in the case “Swindling to appropriate property” occurring at Angle Lina Investment Joint Stock Company, Hoang Gia Golden Land Trading Services Company Limited, and Hoang Kim Land Real Estate Investment and Trading Company Limited.
During the investigation of the case, the prosecuting agency determined that the defendant Hien had a mental disorder, so more than 2 years ago, she was sent to compulsory treatment at the Bien Hoa Central Institute of Psychiatric Forensic Medicine. However, recently, Ms. Hien escaped, so the Investigation Police Agency of Ho Chi Minh City issued a search warrant.
According to the case file, in the period from early 2017 to late 2019, Ms. Hien, Pham Thi Tuyet Nhung (43 years old), Tran Thi Hong Hanh (54 years old), and a number of other people used the legal entities of companies such as Angel Lina Investment Joint Stock Company, Hoang Gia Golden Land Trading Services Company Limited, Hoang Kim Land Real Estate Investment and Trading Company Limited… to sign contracts to agree on the transfer of land at unreal projects in the areas of Binh Tan District, Binh Chanh District, Thu Duc City… to many people.
After receiving the customers’ money, the group did not perform as committed in the contract but embezzled a total of about 816 billion VND.
The Investigation Police Agency determined that this group sought to buy large areas of land, which were agricultural land, pond land, etc… but only signed deposit contracts, paid a part to the landowner, and then delayed the payment, did not complete the transfer according to regulations.
After that, the group of Hien, Nhung and their accomplices drew up ghost projects, made blueprints, divided the land into many plots in the form of residential land at a ratio of 1/500, with full infrastructure; they named the project themselves and then, through many companies and real estate brokerage firms, sold them to many people.
From the denunciations, at the end of October 2019, the Ho Chi Minh City Police Investigation Agency initiated a case and prosecuted 9 defendants for the crime of “Swindling to appropriate property”.
Specifically, the defendant Tran Thi My Hien was accused of being the mastermind, directing the activities of the legal entity Hoang Gia Golden Land Company Limited and Hoang Kim Land Company Limited in the swindling activities. She was determined to have, together with some accomplices, embezzled 260 billion VND from many people.
While the case was under investigation, Ms. Hien’s family submitted a forensic examination report by the Ho Chi Minh City Center for Forensic Mental Examination in 2016, showing that she had a mental disorder. Based on this, the Investigation Police Agency sent psychiatric examinations to Ms. Hien many times to have a basis for handling the case in accordance with legal regulations.
Based on the conclusion of many specialized appraisal agencies, on March 10, 2021, the Ho Chi Minh City People’s Procuracy decided to apply compulsory medical treatment to Ms. Hien.
Ho Chi Minh City Police Investigation Agency also decided to temporarily suspend the investigation of the defendant Ms. Hien until she finishes her treatment, and then resume the investigation and handle the case later.
