Land grabbing gang busted in Phu Quoc, billions of dong swindled

Three Phu Quoc men set up a ‘ghost’ real estate project, then divided the land into plots, sold them to others, and misappropriated hundreds of billions of VND.

On April 19th, the Investigation Police Agency of Phu Quoc City, Kien Giang Province, issued a decision to prosecute and temporarily detain Le Minh Diep (born in 1991, resident of Phu Quoc City, Director of LHĐ Investment and Development Consulting Co., Ltd.) for the crime of “fraudulent appropriation of property.”

Simultaneously, the Investigation Police of Phu Quoc City coordinated with the Phu Quoc City Prosecutor’s Office to detain two brothers, Dang Van Hung (born in 1981) and Dang Van Linh (born in 1985, both residing in Phu Quoc City) with the same charges. Diep is Linh’s brother-in-law.

According to the investigation results, in November 2021, Diep, Linh, and Hung jointly established LHĐ Company, a real estate brokerage and consulting firm, with Diep as the director and Linh and Hung as members.

The office was located at 268 Nguyen Trung Truc Street, Ward 11, Duong Dong Township, Phu Quoc City, with a signboard reading LHĐ Real Estate Office.

From 2021 to 2022, Diep, Linh, and Hung placed deposits to purchase land or bought plots of land from several locals in Cu Duong and Cu Can communes. In addition, the group also illegally occupied additional land from streams and special-use forests outside the area.

The suspects illegally leveled the land, built concrete roads, and installed electricity lines on the plots. Afterward, the group hired someone to make a blueprint for the subdivision on paper, arbitrarily named it K8 Residential Area Project and Cu Can Residential Area Project (both are fictitious projects that do not exist), and introduced, advertised, and offered the plots of land to customers. The purchase and sale were conducted by creating Notarized Certificates from Notary Public Offices in Phu Quoc to gain illegal profits.

The suspects divided and sold the land to hundreds of customers, illegally acquiring hundreds of billions of VND. For example, with the subdivided land in Hamlet 3, Cu Ca Commune (Cu Ca Residential Area project), the suspects divided it into three areas with over 1,950 plots, selling for over 250 billion VND. Additionally, the suspects subdivided and sold land on several other plots in Phu Quoc City.

During the search of Le Minh Diep’s residence in Van Khanh Commune, An Minh District (Kien Giang), the investigation agency seized numerous documents and crucial evidence related to the case.
