Prime Minister Pham Minh Chinh: No worries about electricity for people and businesses

The Ministry of Industry and Trade affirms that the electricity supply for 2024 will be basically ensured

The reports and opinions at the meeting assessed that over the past time, the Government, the Prime Minister, and the Deputy Prime Minister in charge of the field have continuously and comprehensively directed all relevant ministries, agencies, and localities to carry out specific tasks and solutions to ensure sufficient electricity supply; The Prime Minister has also directly inspected and urged the deployment of many power plants and power grid projects.

However, the demand for electricity consumption during the dry season (May to July) is forecasted to increase very high (up to 13%, much higher than the plan of about 9.6%), while the Northern region is expected to reach a record increase of 17% compared to the same period in 2023.

To ensure electricity supply for 2024, especially during the peak dry season, since November 2023, the Ministry of Industry and Trade, in coordination with the Vietnam Electricity Group (EVN) and relevant ministries, agencies, and units, has developed a plan electricity supply plan for 2024; building electricity distribution plans; scenarios for balancing electricity output; balancing the capacity of power plants; implementing solutions for operating power plants; promoting investment projects to build electricity works.

The Ministry of Industry and Trade has issued Decisions approving the electricity supply plan and operation of the electricity system in 2024; coal supply chart for electricity generation; gas supply plan for electricity generation; in particular, separately approving the electricity supply plan for the peak dry months from April to July 2024.

Along with that, closely monitoring the supply of coal and gas fuels for electricity generation; organizing working groups to review preparations for the supply of electricity in the dry season at power generation, transmission and distribution units; promoting the progress of the 500 kV Quang Trach – Pho Noi line to meet the electricity supply in the peak month.

On that basis, the Ministry of Industry and Trade affirms that the electricity supply for 2024 will be basically ensured.

In the coming years, after the 500 kV Quang Trach – Pho Noi line 3 is put into operation with all necessary technical conditions, the electricity system in the Northern region will be supplemented and increased capacity/electricity from the Central and Southern regions.

However, with the proportion of hydropower accounting for over 32%, the domestic supply and demand of the Northern region will have an imbalance at many points in the event of a hydropower situation affected by climate change, incidents of thermal coal power units. Also at the meeting, EVN, Vietnam Oil and Gas Group, and Vietnam Minerals and Coal Group reported on the operation of power plants, measures to ensure that the plants operate stably, especially not arranging maintenance and repair schedules during the dry, hot months.

Corporations and general companies in the oil, gas, and coal sectors have also committed to ensuring sufficient fuel supply for electricity production.

Not letting people and businesses worry about electricity

In his concluding speech, Prime Minister Pham Minh Chinh said that the demand for electricity for production, business, and consumption is increasing, this is a good sign because it shows that the socio-economy is developing, and contributes to growth.

The reports and opinions at the meeting show that the basic electricity source is not lacking, fuel is provided; However, flexible, intelligent, effective operations are needed with a comprehensive solution, diversifying electricity sources, urgently completing power transmission lines, urgently removing related legal obstacles, the Prime Minister emphasized.

With the goal of not letting power run out for production, business, or consumption in any circumstance, especially for subjective reasons from the operation, the Prime Minister requested that ministries, branches, localities, enterprises, and relevant entities, based on their functions, tasks, and powers, must develop response plans for all situations, even the worst-case scenario.

Not letting people and businesses worry about electricity, the Prime Minister emphasized pointedly the tasks and solutions for each stage in ensuring electricity supply, including: Electricity source, electricity transmission, electricity distribution, electricity consumption, and electricity price.

In terms of source, it is necessary to calculate a guaranteed electricity source for all regions, noting the peak months in the north (May, June, July, especially the expected load to increase in June by about 2,500 MW). Diversifying electricity sources, reviewing all available sources, and promoting large electricity sources.

To ensure fuel (coal, water, oil, gas) for electricity production, thermal power plants buy the maximum amount of domestically produced coal, and minimize the purchase of imported coal (this will help promote domestic production and business, while creating livelihoods, jobs for people, saving foreign currency in the current context, and preventing negativity at the same time).

Coal corporations and general companies are stepping up their exploitation. The Ministry of Agriculture and Rural Development, in coordination with agencies operating hydropower reservoirs, economizes and keeps the water level as high as possible to meet the peak months. The Oil and Gas Group ensures the supply of gas and oil for electricity production.

The Ministry of Industry and Trade develops a plan to meet electricity every month; directing the operation of power plants to ensure a general balance, overall benefits, as well as to ensure the minimum capacity of power plants.

In terms of mechanism and electricity trading policy, the Ministry of Industry and Trade and related agencies urgently finalize and submit to the competent authority for promulgation the mechanism and policy for direct electricity trading between the generating unit and the large electricity user; The mechanism encourages the development of rooftop solar power installed at people’s houses, government offices, industrial parks for self-production and self-consumption; mechanism and policy for developing offshore and onshore wind power and gas power; policy on waste electricity, biomass power…

Regarding electricity transmission, the Prime Minister requests, first of all, the completion of the 500 kV line 3, reviewing each stage, ensuring progress, and definitely completing before June 30; suggested that the leaders of the provinces strengthen inspection, supervision, and encourage cadres and workers on the construction site to work through holidays.

The Prime Minister specifically directed some contents related to the construction of poles, power lines, transmission line corridors… of the 500 kV line 3, especially to review to increase the use of domestic products, promote production in the country.

At the same time, strive to complete the transmission projects serving the import of electricity from Laos in May 2024 such as Dak Ooc substation, 200 kV Nam Sum – Nong Cong line…

Related localities promptly clear the site, ensure the corridor for the power transmission lines.

Regarding electricity prices, the Prime Minister requested that agencies and units implement them in accordance with regulations and powers, with an appropriate roadmap, not “jerky”; The electricity industry promotes cost saving, enhances the application of digital transformation, increases competitiveness, and reduces compliance costs for people and businesses. Electricity prices must be reasonable, have healthy competition, and be regulated by the State.
