Derelict “Golden Land” for Over 15 Years

The new urban area to the east of Ninh Binh province’s sports stadium (in Dong Thanh ward, Ninh Binh city) is considered the city’s “golden land”. This is because of the land’s prime location, with the provincial stadium to the west, close to the provincial Party Committee and People’s Council, the Dinh Tien Hoang Square to the north, the Day River to the east, and National Highway 10 to the south.

According to information in the Natural Resources and Environment newspaper, in 2008, the Ninh Binh City People’s Committee decided to收回土地,补偿征地for the land with a total cost of over 10.3 billion VND. In 2009, the Ninh Binh City People’s Committee continued to收回土地(补助)。The total area of land acquired for compensation amounted to 28 hectares, of which 24 hectares were planned for residential land, and the rest for a green park.

This land area was then developed by the investor with tens of billions of VND to build infrastructure, roads, sidewalks, drainage systems, and arterial roads in the residential area. The arterial roads in this residential area were also named and signposted… to proceed with the auction.

The land has been abandoned, and many items of infrastructure have fallen into serious disrepair.

The Construction newspaper said that in October 2009, the Ninh Binh City People’s Committee first announced the auction of 135 land plots planned for housing construction in the area east of the Ninh Binh provincial gymnasium. All 135 residential land plots had owners, with 23 plots belonging to individuals and 112 plots belonging to a business in Ninh Binh. However, the results of this auction were later canceled for unknown reasons.

In 2020, the Ninh Binh Provincial Property Auction Service Center issued Notice No. 25/TB-DG on the organization of the auction of 60 land plots in the area east of the gymnasium with starting prices ranging from 20 to 39 million VND depending on the location.

Accordingly, 13 land plots along Ton Duc Thang Street have areas ranging from 201.1 to 300.1m2 (starting price of 39 million VND/m2); 2 land plots on Ton Duc Thang Street have areas of 624.6 to 634.4m2 (starting price is 37 million VND/m2); 10 land plots have areas of 612.7 to 663.6m2 (starting price of 25 million VND/m2); 27 land plots have areas of 601 to 689.6m2 (starting price of 20 million VND/m2); 8 plots have areas of 493 to 501m2 (starting price of 20 million VND/m2). The deposit for the auction is 1-1.5 billion VND for each land plot. Customers must pay 1 – 1.5 billion VND to participate in the auction after purchasing the application documents.

If the auction is successful, the land will bring in at least 700 billion VND to the state budget (calculated according to the starting price, excluding the price difference). However, the Ninh Binh Provincial Property Auction Service Center has announced the temporary suspension of the auction of the above land and the refund of the application fee to customers.

Thus, from the time the land auction plan was first proposed until now, more than 15 years have passed, and the land remains abandoned, with many items of infrastructure showing signs of deterioration, damage, and overgrown with weeds.

Unfortunate Fate of Land Worth Billions of VND

Speaking to Dan Tri, a Ninh Binh city leader said, “This area was originally planned for a residential area, but then the plan was adjusted and supplemented. The province has not yet agreed on the overall planning方案,因此仍无法组织拍卖。 “.

Recently, Ninh Binh City has assigned units and organizations in Ninh Binh City to focus on cleaning up the area, excavating and filling the land, creating drainage channels, and then planting various types of trees to prevent weeds and garbage from overflowing. The participating delegations in the cleanup include the Youth Union, the Women’s Association, the Veterans’ Association, the City Police, etc.

All the costs of planting trees have been socialized, and no budget money has been used. When the province decides to reuse the land, the trees will be moved and the land will be restored to its original condition.
