Dak Nong Prepares for Gia Nghia – Chon Thanh Expressway

On afternoon April 17, at the 32nd meeting, the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and decision on the investment policy of the Project on construction of the North-South Expressway, the Western section from Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) at the upcoming 7th Session.

This major transport project will address the infrastructure bottleneck, create new development space, boost the socio-economic development, and ensure the national defense and security of the Southeastern and Central Highland regions.

In Dak Nong province, the government and the people are eagerly anticipating the project, and the province is ready to implement it once approved.

Mr. Le Van Chien, member of the provincial Standing Committee, Permanent Vice Chairman of the Dak Nong Provincial People’s Committee, affirmed that the Gia Nghia – Chon Thanh Expressway will significantly contribute to resolving the infrastructure bottleneck for the Central Highlands region.

Mr. Nguyen Quang Vinh (Group 1, Hamlet 3, Nhan Co Commune, Dak R’Lap District, Dak Nong Province) was very excited when the Investment Project for the Construction of the North – South Expressway, Western Section, Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) was approved by the National Assembly Standing Committee to be submitted to the National Assembly for consideration and decision on the investment policy at the 7th session, in May.

Mr. Vinh has high hopes that this transportation project will soon be approved, implemented, and completed so that transportation and trade for the people of Dak Nong in particular and the Central Highlands in general will be more convenient. Agricultural products such as coffee, pepper, durian, etc., produced by farmers like Mr. Vinh, will be more easily consumed and fetch better prices, creating conditions for economic and living standards to improve.

“I hope the National Assembly will soon approve this project. When the expressway is built, it will definitely speed up transportation. With smooth roads, the economy and living standards will develop even more, and industry, agriculture, and commodities in general will benefit. This expressway will bring many benefits to the people,” said Mr. Nguyen Quang Vinh.

It is also a very important raw material area for a number of industries, typically the bauxite-alumina-aluminum industry.

However, the Central Highlands is still an underdeveloped economic region. The fundamental reason is that the transport infrastructure is limited. With no seaports and no railways, the entire region depends on the road system for development and investment.

Mr. Le Van Chien affirmed that the North – South Expressway, Western Section, Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) will significantly contribute to resolving the infrastructure bottleneck. To the south, this expressway will connect to the Chon Thanh-Ho Chi Minh City Expressway. To the north, this will be the starting point for the formation of an expressway through the Central Highlands, from Dak Nong through Dak Lak, Gia Lai, Kon Tum, connecting to the Central region and linking to the North-South Expressway.

“Our province is also implementing the necessary steps to prepare for the project. We have completed the legal procedures and prepared resources according to the government’s directive that Dak Nong province will contribute 1,000 billion VND, and Dak Nong is ready. As for the extremely important task of site clearance, the locality is also ready,” said Mr. Le Van Chien.

According to the plan, the Gia Nghia – Chon Thanh Expressway will have a scale of 6 lanes. The first investment phase will have a length of 128.8 km and a scale of 4 complete lanes, with a one-time land acquisition for 6 lanes. The preliminary total investment for the project is about VND 25,540 billion, of which half is state capital and the other half is arranged by the investor.

In Dak Nong province alone, the expressway will run for 27.8 km (mainly through Dak R’Lap district), with a total land acquisition area of approximately 526 hectares, requiring the resettlement of 252 households.

Mr. Phan Anh Tuan, Secretary of the Dak R’lap District Party Committee, Dak Nong province, said that following the direction of the Provincial Party Committee and the Provincial People’s Committee, the entire political system of the district has taken action to prepare for the project. Based on the project’s route, the district has reviewed and planned 6 resettlement areas, 10 material quarries, and 8 waste disposal sites.

The district has also directed the relevant departments and communes to coordinate in reviewing and making a preliminary inventory of the current status of land, trees, crops, and assets within the planned route, ready for site clearance.

“Following the province’s direction, we have established a Mobilization and Propaganda Board and a number of teams. All localities, party committees of communes, wards, and townships, security forces, military forces, the front, and mass organizations are participating. This is a major task, the entire political system must be involved, and decisive direction must be provided to create consensus among the people,” said Mr. Phan Anh Tuan.

Dak Nong has proactively and actively prepared the conditions so that when the Gia Nghia – Chon Thanh Expressway project is approved, it can be implemented quickly. This also shows the locality’s strong desire for socio-economic development.
