Working groups established to tackle difficulties
The construction project of the expressway section of Hoa Lien-Tuy Loan, part of the North-South expressway in the east of Da Nang City, is 11.5 km long, passing through the communes of Hoa Nhon, Hoa Lien, and Hoa Son in Hoa Vang district, was started from September 2023.
The project has a scale of 6 lanes, the roadbed width of 29 m, but in this phase it will have a scale of 4 completed lanes, the roadbed width of 22 m, the road surface of 14 m. The total investment capital of the project is nearly 2,113 billion VND, of which the cost of land acquisition and clearance (GPMB), resettlement (TDC) is over 951 billion VND.
According to the report of the Hoa Vang district GPMB Management Board, the total number of project dossiers is 1,141, of which agricultural land and other land are 890 dossiers; about 2,908 tombs must be relocated. With great efforts, up to now the district has completed the inventory of 1,047 dossiers, legalized 803 dossiers; priced 641 dossiers; handed over land for 531 dossiers, and also inventoried 2,758 tombs.

To accelerate the progress, the locality has established 03 working groups in Hoa Lien, Hoa Son, Hoa Nhon communes together with the front, and mass organizations to meet people, focus on removing obstacles, and participate in propaganda and mobilization activities to create consensus among people.
Mr. Tran Van Hieu, Deputy Director in charge of Land Acquisition and Resettlement Board of Hoa Vang district, Da Nang City, said that the initial plan was to hand over the entire land by December 30th. However, at the recent meeting, the Prime Minister requested that by May 30th the locality must complete the GPMB work for the entire route.
From the Prime Minister’s direction, the entire political system, from the district to the commune and village, is accelerating the progress, dividing into working groups day and night. Up to now, the locality has completed the liberation of more than 4 km and is trying to achieve the GPMB progress as required by May 30th.

Many difficulties remain to reach the finish line on time
Mr. Tran Van Hieu also said that the locality is currently facing difficulties in GPMB related to issues such as identifying the origin of land use by the people, the compensation for agricultural land without papers is quite low compared to the people’s expectations, and the process of relocating nearly 3,000 tombs on the entire route is difficult.
However, recently the City People’s Committee has assigned the district a number of initiatives under its competence to resolve the problems. Accordingly, the locality has met with the people and proposed additional support beyond the regulations, thanks to which the people have basically complied quite well.
To complete the GPMB of the entire route, the locality must arrange TDCs for 230 households (630 land plots). Currently, the locality has sent the TDC arrangement plan to the Department of Natural Resources and Environment, after receiving comments, the Compensation Council will consider each specific case and determine the appropriate TDC arrangement.

According to Mr. Tran Van Hieu, the current difficulty is that the majority of people want to have on-site TDCs, so the locality will develop a plan for people to choose one of the existing TDCs. If the people do not choose this option, they will wait for the new TDC that is in the process of investment and construction.
“The good news is that we have basically handed over the locations that need to be coordinated, to excavate and fill the soil (from high places to low places). It can be said that although the land has not yet been handed over according to the progress requirements, there are still priority locations for units to start implementing the project”, said Mr. Tran Van Hieu.
According to Mr. Ta Gia Manh Hung, Head of Project Operation Department 2, Ho Chi Minh Highway Project Management Board (the investor), the difficulty for the unit in the process of project implementation is that the land, although handed over, is discontinuous and asynchronous, making the construction process more difficult.
As for the small, non-contiguous plots, even when handed over, the unit would find it very difficult to bring equipment in to perform the construction.
In addition, the current major obstacles are the relocation of planned infrastructure (trees, water lines, cable lines, power lines…). In addition, the project has also encountered many tombs; the provision of TDCs for people is also facing difficulties.
“The construction unit has equipment and human resources ready, only if there is clear land with sufficient conditions, they can proceed with the construction right away.
Currently, there are 4 points where we can easily implement this project, including: The junction at the intersection, the location of the Hoang Van Thai intersection, the Nguyen Tat Thanh intersection, the Phuoc Hung overpass, and Phuoc Hau”, the Ho Chi Minh Highway Project Management Board informed.
