Prime Minister requests implementing strong and synchronous solutions to ensure electricity supply during peak hours in 2024 and subsequent years.

The official dispatch was sent to the Ministers of Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment; Chairman of the State Capital Management Committee at Enterprises; Chairmen of the People’s Committees of provinces and centrally-run cities; Chairmen and General Directors of the Electricity of Vietnam (EVN) Group, the Vietnam Oil and Gas Group (PVN), the Vietnam National Coal-Mineral Industries Group (TKV), and the Chairman and General Director of the Dong Bac Corporation.
The dispatch stated that in the recent past, the Government and the Prime Minister have directed and requested ministries, sectors, relevant agencies, and localities to carry out specific tasks and solutions to guarantee adequate electricity supply. The Prime Minister has also directly inspected and urged the implementation of many power source and grid projects. However, the risk of power shortage still persists in 2024. The demand for electricity during the dry season (May to July) is forecasted to grow remarkably (up to 13%, much higher than the plan of about 9.6%), with the northern region expecting a record increase of 17 % compared to the same period in 2023.
To meet the upcoming electricity demand promptly and ensure no power outages under any circumstances, the Prime Minister requests:
Minister of Industry and Trade:
Resolutely direct the implementation of the Government’s Resolutions, the Prime Minister’s Directives, Official Dispatches, and guiding documents and the approved Electricity Supply and National Power System Operation Plan for 2024. Enhance state management, strengthen inspection, and supervision of the management and operation of the national power system in a safe, scientific, and efficient manner. Ensure power plants operate safely and effectively, minimize incidents, and ensure sufficient electricity supply in 2024 and subsequent years.
Regarding electricity purchase and sale mechanisms and policies: Urgently complete and submit to competent authorities for promulgation before April 30, 2024, (i) mechanisms and policies for direct electricity purchase and sale between power generation units and large electricity consumers; (ii) mechanisms to encourage the development of rooftop solar power systems installed in residential homes, public offices, and industrial parks for self-production and consumption; (iii) mechanisms and policies for the development of offshore and coastal wind and gas power.
Regarding the progress of power source projects in Power Plan and Electricity Plan VIII:
Focus on directing investor selection and promptly implementing power source projects in the Power Plan and Electricity Plan VIII, ensuring timely addition of new power sources to meet the annual load growth demand. Note that the competent authorities must be promptly reported to consider and strictly handle power plants Cong Thanh Thermal Power Plant and Nam Dinh 1 Thermal Power Plant in accordance with legal regulations before July 1, 2024, to ensure the goal of Power Plan VIII and electricity supply for the northern region;
Regarding the progress of power transmission projects:
Coordinate closely with the State Capital Management Committee at Enterprises to direct EVN to accelerate the implementation of the 500 kV transmission line project, circuit 3 from Quang Trach to Pho Noi, for commissioning before June 30, 2024, and power transmission projects from Laos to ensure timely electricity supply for the northern region.
Direct the synchronous implementation of electricity-saving solutions in Directive No. 20/CT-TTg dated June 08, 2023, of the Prime Minister on promoting electricity saving in the 2023-2025 period and subsequent years; provide guidance and encourage innovation to achieve the highest efficiency in electricity saving.
The Minister of Agriculture and Rural Development shall preside over and closely coordinate with relevant ministries, agencies, and localities to direct the units managing hydroelectric reservoirs to strengthen inspection, calculation, and make a specific plan for water usage from hydroelectric reservoirs for agricultural production. Prioritize reserving maximum water sources for power generation during peak hours and enhance solutions for water-saving use. Strengthen inspection, supervision, and guide localities to promptly implement procedures related to the conversion of forest land use purposes and the use of temporary forests to accelerate the progress of power source and grid projects.
The Minister of Natural Resources and Environment shall preside over and coordinate with relevant ministries, agencies, and localities to strengthen guidance and inspection of the implementation of land quotas for provinces that have been allocated, the conversion of land use purposes for power source and transmission development, and to forecast meteorological and hydrological situations accurately to proactively cope with potential adverse situations.
The Chairman of the State Capital Management Committee at Enterprises shall direct and supervise EVN, TKV, and PVN to enhance effective coordination and organize the proper implementation of electricity purchase and sale contracts, coal supply, and gas supply, all for the common goal and for the national interest. Combat negativity, waste, and shirking of responsibility; take responsibility for leadership, directing stable, safe, and reliable operation, and promptly mengatasi incidents (if any) for power sources of EVN, PVN, and TKV.
Chairman and General Director of the Electricity of Vietnam Group:
Focus on implementing power source and grid projects quickly and resolutely, ensuring progress, quality, efficiency, and environmental protection. In particular, concentrate on and implement the 500 kV transmission line project, circuit 3 from Quang Trach to Pho Noi, as quickly as possible. Promptly find solutions to focus on completing steel poles before April 30, 2024, to complete pole erection before May 31, 2024, and organize wire pulling and commissioning before June 30, 2024. Strive to complete the transmission projects serving electricity imports from Laos in May 2024, such as Dak Ooc Cut-off Station, 200 kV Nam Sum – Nong Cong transmission line, etc.
Direct power plants under the Group’s management to prepare well for production, ensuring maximum power generation capacity during peak months in 2024. Absolutely avoid fuel shortages (coal, gas, oil) for thermal power plants and water shortages in hydroelectric reservoirs according to the procedures approved by competent authorities.
Be proactive,積極, and timely in buying and selling electricity, especially renewable energy, following market rules and the spirit of harmonized interests and shared risks, avoiding wasting social resources.
Chairmen of the People’s Committees of provinces and centrally-run cities:
Urgently and effectively implement the plan to implement Power Plan VIII; promptly select investors to quickly implement power source and grid projects in the Plan within their localities. Start implementing large-scale projects in the northern region, such as Nghi Son LNG – Thanh Hoa and Quynh Lap LNG – Nghe An plants. Strive to start construction in the second quarter of 2025 and complete energization in 2027 for the Quang Ninh LNG and Thai Binh LNG plants.
Direct local authorities to coordinate closely, support EVN, PVN, TKV, and investors of power projects in implementing the construction and investment of power projects, and procedures related to forests and rice fields under their authority, especially for key and urgent projects such as the 500 kV transmission line project, circuit 3 from Quang Trach to Pho Noi, which requires handing over all clearances before April 30, 2024, and transmission projects serving electricity imports from Laos.
Coordinate synchronous and effective electricity-saving solutions locally, especially applying optimal solutions, using automation technology, utilizing solar energy, and replacing energy-saving lamps,…in public lighting, advertising, and outdoor decoration. Direct local agencies to coordinate closely with ministries, sectors, EVN, and investors of hydroelectric power plants to plan for the most optimal water usage, ensuring both agricultural production and daily life while giving maximum priority to reserve water sources for power generation during peak hours.
The Minister of Information and Communications shall coordinate with Vietnam Television, the Voice of Vietnam, the Vietnam News Agency, and EVN to enhance information and propaganda on policies and electricity pricing calculations. Continue to ensure transparency and publicity of data and information related to the power sector to create consensus in society.
Assign Deputy Prime Minister Tran Hong Ha to directly oversee, inspect, and urge timely handling of issues within his authority and immediately report to the Prime Minister issues beyond his authority.
Assign the Government Office to monitor and urge the implementation of this Official Dispatch, summarize, and report to the Prime Minister on the results of its implementation./.
