According to the announcement at the conference, the Provincial Administrative Reform Index (PAR INDEX) of Thai Nguyen province has risen to 6th place out of 63 provinces and cities, reaching 90.76%, an increase of 3 ranks and 3.4% compared to 2022; ranked 2nd in the North Central Highlands region (after Bac Giang Province).
In terms of the Satisfaction Index for Public Services, Thai Nguyen province continues to rank 2nd out of 63 provinces and cities (after Quang Ninh province), reaching 90.29%, an increase of 4.03% compared to 2022 (at 86.26%).
In 2023, Thai Nguyen province continues to rank 2nd in the country in terms of the Public Service Satisfaction Index (SIPAS), which is also the year that Thai Nguyen province has achieved the goals set by the PAR INDEX program for the period of 2021-2025 (the satisfaction rate for public administration services reaching 90% or higher). The Provincial Administrative Reform Index (PAR INDEX) ranks 6th out of 63 provinces and cities.
Previously, according to the announcement of the Public Administration Performance Index (PAPI) 2023, Thai Nguyen province achieved 45.7875 points, rising to 2nd place nationwide. Of which, 6/8 indicators are ranked in the highest group.
The PAR INDEX results achieved by localities in 2023 are quite comprehensive in all sectors. According to the assessment, the PAR INDEX of provinces and cities has returned to a positive growth trajectory, with the average value in 2023 reaching 86.98%, an increase of 2.19% compared to 2022; this is the 5th consecutive year that the PAR INDEX of localities has reached an average value of over 80%.
According to statistics, in the history of evaluation from 2012 to the present, 2023 is the first year that all 63 provinces and cities have achieved a PAR INDEX result of over 80%. Along with that, 32/63 localities achieved a PAR INDEX result higher than the national average; 57/63 provinces and cities had a higher PAR INDEX growth rate compared to 2022, with the province with the highest increase being 9.39%, and the province with the lowest increase being 0.03%.
However, there are 06 localities with reduced results, but the reduction is not significant, of which the province with the highest reduction is 2.91%, and the province with the lowest reduction is 0.51%.
In 2023, all 6 socio-economic regions have an average PAR INDEX value of over 80% and a higher growth rate compared to 2022.
The highest average value is the Red River Delta region with a result of 88.33%, an increase of 1.71% compared to 2022 (86.62%);
Ranked 2nd is the Southeastern region, reaching 87.79%, an increase of 3.05% compared to 2022 (84.74%), this is also the region with the highest average PAR INDEX growth rate.
Next is the North Central Highlands region, reaching 87.72%, an increase of 2.72% compared to 2022 (85.00%).
Ranked 4th is the North Central and Central Coastal region, reaching 86.82%, an increase of 2.57% compared to 2022 (84.25%).
The two remaining regions have the same average value of 85.42%, which are the Mekong River Delta and the Central Highlands regions.
