Why Tens of Thousands of Apartments in Ho Chi Minh City Remain Without Pink Books?

In Ho Chi Minh City, there are tens of thousands of apartments that have not been granted pink books, including many projects where the investors have mortgaged the land-use certificate.

The Ho Chi Minh City Department of Natural Resources and Environment has recently reported on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023.

According to the report, since 2015, the Ho Chi Minh City Land Registration Office has received and processed applications for granting certificates of land use rights, house ownership rights and other assets attached to land (“pink books”) for 575 commercial housing projects with 206,204 apartments.

4S Linh Dong Apartment Building (Thu Duc City) with more than 1,100 households, has been put into use since 2014 but residents still do not have pink books.

In which, the competent authority has received files for 137,545 apartments, granted pink books for 127,838 apartments and has not yet granted pink books for 9,658 apartments. In addition, there are tens of thousands of apartments that have not yet submitted applications for pink books.

According to the Department of Natural Resources and Environment, the situation of granting pink books to homebuyers in housing development projects in the city in the past time has not yet met the needs of people and businesses.

Some outstanding issues affecting the progress of granting pink books are mentioned, including the project owner’s delay in submitting dossiers. Specifically, there are more than 30,000 dossiers that are eligible for pink book issuance but up to now, the project owner has only submitted 9,278 dossiers, and more than 20,700 dossiers have not been submitted. Among them is the Vinhomes project (Thu Duc City) with 8,894 apartments that have not yet submitted dossiers.

Besides, there are problems related to additional financial obligations due to changes in planning adjustments. This is also the main reason leading to the delay.

In practice, since some projects have developed detailed 1/500 scale planning for a long time, to date, the project scale and planning indicators are no longer suitable for the development of society, so the project owner has requested to change and adjust the planning and scale of the project. This can give rise to additional financial obligations.

According to the Department of Natural Resources and Environment, people are very upset when they have not yet been granted pink books, while the project owner has not yet cleared the mortgage.

Four social housing projects have not yet been granted pink books

Ho Chi Minh City Land Registration Office has also just provided information that there are currently 4 social housing projects in the city with 2,074 apartments that have not been granted pink books due to legal and procedural problems, including: Thanh Loc apartment building (District 12), Hoa Phuong apartment building (District 12), An Phu Dong apartment building (District 12) and Natural Poem high-rise apartment building (Binh Tan District).
