Prime Minister breaks ground on over 11,000-billion-dong Huu Nghi-Chi Lang Expressway

This morning (April 21), at Chi Lang district, Lang Son province, Prime Minister Pham Minh Chinh attended and gave the order to start the construction of the expressway project from Huu Nghi border gate to Chi Lang. The total investment of the project is over 11,000 billion VND.

According to reports, the Huu Nghi – Chi Lang Expressway Project is being invested in accordance with the public-private partnership, BOT type contract, with the Lạng SÆ¡n Provincial People’s Committee acting as the competent state agency and a total investment of 11,024 billion VND. Of this, the state budget participating in the project is 5,495 billion VND, including 3,500 billion VND from the central budget and 2,000 billion VND from the local budget; the remaining part of investor’s capital is 5,529 billion VND. The value of the state capital supporting the construction of the project (excluding the expenses of the competent authority, the contracting agency, the bidding agency, the expenses of the appraisal council, the unit assigned to appraise and the expenses of compensation, site clearance, resettlement support) is VND 3,719 billion.

Perspective of the Huu Nghi – Chi Lang Expressway.

The project is expected to be completed in 2026, the toll collection and operation period is 25 years and 8 months. The project route is implemented in the districts of Chi Lang, Cao Loc, Van Lang and Lang Son City with a total length of 60km. The route includes the Huu Nghi – Chi Lang section, 43 km long, designed with a scale of 4 motorized lanes, a roadbed width of 17 m; the Tan Thanh – Coc Nam border gate connection section, 17 km long, with a scale of 2 motorized lanes, a roadbed width of 14.5 m.

The investor implementing the project is a consortium of Deo Ca Construction Joint Stock Company – Deo Ca Group Joint Stock Company – Construction Joint Stock Company 568 – Lizen Joint Stock Company headed by Deo Ca Group. This is also the investor who successfully “rescued” the Bac Giang – Lang Son expressway which was stalled for many years.

The Prime Minister expects all levels and sectors to coordinate with the investor to implement the project quickly and effectively.

When issuing the project’s groundbreaking order, Prime Minister Pham Minh Chinh said that this is a project assigned to the Lang Son Provincial People’s Committee as the competent state agency. With a total investment of over 11,000 billion VND, the state capital contributes 45% and the enterprise capital contributes 55%.

The Prime Minister emphasized that the 13th National Party Congress has determined that by 2030, Vietnam will be a developing country with modern industry and high middle income; by 2045 it will become a developed country with high income. The specific goal is to have 5,000 km by 2030, including the strategic North-South expressway in the East; promote three strategic breakthroughs, especially the breakthrough in transport infrastructure. This is the last North-South expressway section in the East to be started, contributing to the completion of the entire expressway running through Vietnam from Huu Nghi border gate to Ca Mau Cape. This project is also the only North-South expressway project in the East implemented under the PPP method assigned by the Government to a locality (Lang Son Provincial People’s Committee acting as the competent state agency).

According to the Prime Minister, in addition to contributing to implementing the Party’s resolution on developing transport infrastructure by 2030; implementing 3 strategic breakthroughs, the Huu Nghi – Chi Lang Expressway PPP project also contributes to connecting ASEAN countries with China; opening up new development space for the two provinces of Cao Bang and Lang Son in connecting the border gate clusters in these two localities with seaports in Hai Phong and Quang Ninh.

The Prime Minister highly appreciates the efforts of Lang Son Provincial People’s Committee, ministries, sectors and investors in completing the procedures to implement the project in accordance with the direction; at the same time, continue to pay attention to, promptly remove difficulties and obstacles arising during the project implementation.

The Prime Minister praised and highly appreciated the role of the Deo Ca Group in participating in the investment in the Project. With its reputation and capacity affirmed through many large transport infrastructure projects, Deo Ca Group will bring this important project to the finish line on time and with quality. Emphasizing that there is still a lot of work ahead because the project must be completed and put into operation by 2025, the Prime Minister suggested that ministries and sectors continue to join hands with localities to remove difficulties and obstacles.

As for localities, the Prime Minister suggested that they promote self-reliance, self-reliance, and sense of responsibility in the new conditions and circumstances in the construction of this expressway to ensure on-schedule progress, quality, safety, environmental sanitation, and good state management of the project. For investors, the Prime Minister suggested that they act in accordance with the law, avoid negativity and group interests, ensure that the construction is on schedule, quality, and safety, meeting the prescribed standards. For contractors, consultants and supervisors, the Prime Minister requested that they comply with the State’s regulations on the progress and quality of the project, ensuring a clean and beautiful environment.

“There is a lot of work, high requirements, and a short time, functional agencies and contractors need to construct with the spirit of 3 shifts, 4 shifts, working through holidays, holidays, Tet holidays, overcoming sun and rain, eating quickly, sleeping urgently, only discussing work, not discussing backwards… to complete the assigned tasks”, the Prime Minister said.

Lang Son Provincial Party Secretary Nguyen Quoc Doan hopes that the project will be implemented on schedule and with quality by 2026.
