In a conference, Lang Son province announced the basic, core content of Lang Son provincial planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 236/QD-TTg dated March 19, 2024; introduced an overview of the potential, advantages, investment opportunities, preferential investment policies, and a list of priority investment projects; socio-economic development achievements, and some typical, characteristic, key products, and OCOP products of enterprises in the province.
Provincial leaders granted investment policies and certificates of investment registration to 14 projects with a total investment capital of over VND 18,600 billion; and handed over 9 investment memorandums with a total investment capital of over VND 21,000 billion.
According to the planning, Lang Son sets a development goal until 2030, to build the province into one of the growth poles, an economic center of the midland and mountainous region of the North, an increasingly important “bridge” in economic and trade connections between Vietnam, ASEAN countries, China and Europe; with a stable society, national defense, security and environmental protection ensured.
By 2030, Lang Son province strives to have an economic scale and GRDP per capita among the top 5 provinces of the midland and mountainous regions of the North. By 2050, Lang Son will have a modern and dynamic economy, facilitating digital life, continuing to maintain its position as a locality with a leading system of road and railway border gates in Vietnam.
According to the Plan, one development axis of the province is: Dong Dang – Huu Lung associated with the North – South economic corridor. The two economic corridors comprise the Cao Loc – Van Lang – Trang Dinh corridor and the Lang Son city expansion – Loc Binh – Dinh Lap corridor. Three socio-economic regions consist of: The driving economic region; The eastern economic region; The western economic region.
The four development breakthroughs of Lang Son are: (1) Digital transformation and strong improvement of the business investment environment; (2) Development of socio-economic infrastructure; (3) Development of border economy, trade, services, and tourism; (4) Industrial development towards improving quality, competitiveness, green, safety, and modernity.
THREE IMPORTANT STRATEGIC TASKS
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Lang Son province and the Ministry of Planning and Investment for closely coordinating and carefully preparing for the event of great significance; combining the announcement of the plan, investment promotion, and calling for responses to the emulation movement of “eliminating temporary and dilapidated houses” throughout the country; demonstrating strategic vision, methodical and scientific approaches, and special attention from enterprises and investors.
The Prime Minister outlined 3 tasks of utmost importance for Lang Son in implementing the provincial plan.
Firstly, to constantly strengthen, consolidate, and promote the traditional friendly neighborly relations, comprehensive, long-term, close, and sustainable cooperation between the two countries and peoples of Vietnam and China, contributing to the specific implementation of the “Joint Declaration on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a Vietnam-China community with a shared future of strategic significance” between the senior leaders of the two countries.
Secondly, to uphold independence, sovereignty, and territorial integrity by peaceful and friendly measures in line with the policies and laws of the Party, the State, and the agreements between the senior leaders of Vietnam and China, strengthening the defense and security potential of the border area.
Thirdly, to promote transport and economic connectivity between Lang Son and other provinces in the region, with the whole country, between Vietnam and ASEAN, and with China.
Regarding the development orientations and priorities, the Plan has identified 1 development axis; 2 economic corridors; 3 socio-economic regions; 4 development breakthroughs. The Prime Minister further emphasized 5 guarantees in the implementation of the plan: (1) Ensuring the compliance of the plan; (2) Ensuring the coherence of the plan; (3) Ensuring the linkage of the plan; (4) Ensuring the flexibility and expansion of the plan; (5) Ensuring the stability, development, and inheritance of the plan.
The Prime Minister requested that Lang Son focus on implementing 8 key tasks: (1) Innovating and perfecting institutions, creating a transparent business environment (open policy); (2) Investing in upgrading and developing synchronous and modern infrastructure (smooth infrastructure); (3) Improving the quality of human resources (smart governance) (4) Developing tourism into a driving force for growth, a key economic sector; (5) Promoting innovation and start-ups; (6) Restructuring the agricultural sector towards increasing added value in association with new rural development; (7) Promoting the fine traditional identities, improving social morality, legal awareness, building culture and the people of Lang Son; (8) Strengthening national defense and security, ensuring social order and safety, upholding national border sovereignty, building a peaceful border, friendship, and cooperation; creating a favorable environment for socio-economic development.
PRIORITIZING INVESTMENT IN THE HANOI – LANG SON HIGH-SPEED RAILWAY
Regarding specific tasks and solutions, the Prime Minister requested first of all to promptly develop a Plan for implementing the provincial plan, defining the key contents, progress, and resources for implementing programs and projects in the plan.
Secondly, to always renew development thinking and vision, maximize internal resources, promote historical and cultural traditions; strengthen public-private partnership, with public investment leading private investment; unclog and mobilize all resources for development.
Thirdly, to prioritize investment in key projects that have a direct impact on socio-economic development goals, have a great spillover effect, especially the Hanoi – Lang Son high-speed railway connecting with China and building intelligent border gates.
Fourthly, to focus on education, raising the intellectual level, training, developing human resources, nurturing and attracting talents, promoting innovation, research, and application of science and technology. Focus on developing culture and people, improving the quality of life of people, especially the lives of ethnic minorities in the province.
Fifthly, to focus on managing resources and protecting the environment, preserving biodiversity and natural ecosystems; responding to climate change.
Sixthly, to promote digital transformation, reform administrative procedures, improve the business investment environment; reduce compliance costs for people and businesses; further improve indicators such as PAPI, PAR Index, SIPAS, PII…
The Prime Minister noted the task of information and communication, the province must disseminate the plan widely in various forms for people to understand, grasp, support, follow, supervise the implementation of the plan and enjoy the plan’s outcomes.
Regarding the tasks of localities, the Prime Minister requested to coordinate with Lang Son to effectively implement plans; continue to specify and effectively implement Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the orientation for socio-economic development, ensuring defense and security in the midland and mountainous region of the North until 2030, with a vision to 2045; uniting, being unanimous, supporting each other, jointly solving inter-provincial issues.
The Prime Minister requested that central ministries and sectors continue to monitor and effectively coordinate the implementation of Lang Son provincial plan; regularly summarize, draw experiences, supplement, and adjust the plan appropriately; effectively coordinate and support Lang Son, together with the locality and the whole region to promote the combined strength in implementing the plan.
The Prime Minister sincerely thanks and welcomes investors for choosing Lang Son and businesses and philanthropists for joining hands to support, and pledging to contribute funds to eliminate temporary and dilapidated houses for poor and near-poor households in the area.
The Prime Minister proposed that the business community and investors promote the spirit of “three together”: “Together we listen, together we understand”; “together we share vision and action”; “together we do, together we win, together we enjoy, and together we develop”. Building a long-term, sustainable business strategy, fulfilling investment commitments, and cooperation agreements.
