Hanoi Consortium to Develop VND 3.2 Trillion Township in Tra Vinh

Tra Vinh Provincial Department of Planning and Investment announces the opening of the registration dossier for the implementation of the Southwest urban area project in Ward 7, Tra Vinh City. As a result, only one investor registered, namely the consortium of Nam Ha Noi Trading Service Co., Ltd. and Phuong Dong Investment One Member Co., Ltd.

Tra Vinh’s Ward 7 in the Southwest urban area has a land area of 49 hectares. The preliminary product structure includes 676 shell-and-core townhouses, 110 villas, 775 mixed-use residential units, 996 social housing units, and 50 resettlement land plots.

The project has a total investment capital of VND3,256 billion; of which the preliminary implementation cost is VND3,054 billion, and the compensation and resettlement support cost is VND202 billion. The current status of the land is that compensation and site clearance have not been completed.

Both enterprises in the consortium are from Hanoi. Of which, Nam Ha Noi Trading Service (NAHACO) was established in 2011, headquartered in Hanoi, with Mr. Le Vu Dung as the legal representative. The latest shareholder structure updated in November 2022 shows that the company has a charter capital of VND70 billion. Of which, Mr. Nguyen Trong Hieu holds 50%, Mr. Nguyen Anh Tuan holds 30%, Ms. Nguyen Tra My holds 10%, Ms. Nong Thi Thu Thuy holds 7.5%, and Mr. Nguyen Hong Ha holds 2.5%.

Meanwhile, Phuong Dong Investment was established in 2016, headquartered in Hanoi, and is currently chaired and directed by Mr. Nguyen Anh Tuan, who is also the legal representative. The company has a charter capital of VND340 billion.

According to research, in 2016, the People’s Committee of Can Tho City issued an investment policy decision for the Phuoc Thoi residential area project (commercial name Phuoc Thoi Residence), O Mon district for NAHACO. At that time, the company was chaired by Mr. Nguyen Anh Tuan, who was also the legal representative. Phuoc Thoi residential area has a scale of 207 plots of land of various types, covering an area of nearly 28.6 thousand m2.

In addition, NAHACO is also the investor of the nearly 1.4-hectare housing project in Dong Phong residential group, Minh Duc ward, Do Son district, Hai Phong city. The project was granted a 24-month land use extension by the City People’s Committee, starting from July 2023.

In May 2023, the People’s Committee of Hoa Binh province approved NAHACO to transfer the land use right for 263 plots of land in the land auction project in Dong Tien hamlet, Tan Vinh commune, Luong Son district for people to build houses themselves (commercial name Phuong Dong Green Valley). Previously, in October 2022, Hoa Binh province approved the consortium of NAHACO, Thang Long Hoa Binh Construction Joint Stock Company, and Phuong Dong Investment Company as the investors of the Nong Giang housing project in Group 2, Ky Son ward, Hoa Binh city. The project has a total investment of nearly VND231 billion, of which the investor’s contribution capital is VND70 billion, accounting for more than 30% of the total investment capital, and the rest is borrowed capital. The project’s progress is from the second quarter of 2022 to the second quarter of 2025.
