At the meeting on the disbursement of public investment capital and the progress of transport project implementation on April 23, Minister of Transport Nguyen Van Thang emphasized: “Contractors are not worried about the lack of money to construct “3 shifts, 4 teams”.

The Minister requested that investors accelerate the completion of investment preparation procedures for projects using medium-term public investment capital for the 2021 – 2025 period.

“In the short term, investors shall direct design consultants to coordinate and complete the procedures for submitting two projects for approval in May, including the Dau Giay – Tan Phu Expressway project and the construction of an information system for state management of the Vietnam Road Administration.

Along with the projects being implemented, it is necessary to accelerate the completion of procedures for approving 6 projects using excess revenue from the central budget in 2022.

The 6 projects include the Cho Moi – Bac Kan route; the connecting route from Noi Bai – Lao Cai Expressway to Tuyen Quang – Phu Tho Expressway; Upgrading and expanding a number of bridges and tunnels on National Highway 1 (Xuong Giang, Gianh, Quan Hau bridges and Deo Ngang tunnel); Upgrading of QL24B section of Km23-Km29 through Quang Ngai; Expanding the expressway section Cao Bo – Mai Son; Cam Ly railway bridge.

No extended trial operation

Regarding the investment in the Smart Traffic Management and Operation System (ITS), non-stop toll collection (ETC), and overloading control on new expressways, Minister Nguyen Van Thang assigned Project Management Board 6 to continue coordination with consultants to complete the dossier and submit it to competent authorities for consideration and approval.

In which, the ITS system must study common software, ensure investment efficiency, and be synchronized throughout the project at a reasonable cost.

“Specifically, the Eastern North – South Expressway project in the 2021 – 2025 period (Phase 2) must be completed synchronously and comprehensively, from hardware to software infrastructure, especially rest stops.

Investment must ensure that when the component projects are completed and put into operation, they are qualified to be immediately handed over to the Vietnam Road Administration for management and operation,” the Minister noted.

For the Eastern North – South Expressway project in the 2017 – 2020 period, the component projects have now been basically completed, but the Minister also requested that investors direct contractors to quickly complete the remaining items to serve the socio-economic development of localities and to soon hand over to the Road Administration for management and operation.

“We agree with the view that projects need a period of temporary operation before being officially put into operation, but it must be very short and with a clear deadline. Temporary operation and trial operation cannot be prolonged. All projects must be completed synchronously and handed over as soon as possible,” the Minister emphasized.
