Revised Dry and Total 2024 Supply Plan Adjustments

With signs of a strong economic recovery increasing electricity demand, the Ministry of Industry and Trade has decided to adjust the electricity supply plan to keep up with the reality. Accordingly, the total electricity produced and imported in the country in 2024 is 310.6 billion kWh, of which 150.916 billion kWh will be in the dry season and 159.684 billion kWh will be in the rainy season.

The Ministry of Industry and Trade has just issued Decision No. 924/QD-BCT adjusting the plan for electricity supply and operation of the national power system in 2024 and the peak dry season months (April, May, June, July) in 2024.

According to the Ministry of Industry and Trade, in the first quarter of 2024, the economy showed signs of strong recovery, leading to an increase in electricity demand. Statistics from Electricity of Vietnam (EVN) show that in the first 3 months of 2024, EVN’s total commercial electricity output reached 62.66 billion kWh, an increase of 11.42% compared to the same period in 2023.

In which, Ho Chi Minh City Power Company increased by 12.80%, Hanoi Power Company increased by 10.64%, Northern Power Company increased by 9.87%, Southern Power Company increased by 13.02%, Central Power Company increased by 13.11%. Accordingly, some provinces and cities with high electricity consumption for industry include: Quang Ninh (increased by about 44.65%), Tay Ninh (increased by about 27.09%), Binh Dinh (increased by about 24.28%)… Electricity consumption for business services also has high growth in some localities such as: Khanh Hoa (38.87%), Quang Nam (33.11%), Da Nang (28.5%), Kien Giang (23.89%)…

According to the socio-economic situation report of the General Statistics Office, in the first quarter of 2024, the number of international visitors to Vietnam is estimated at over 4.6 million, an increase of 72% compared to the same period last year and an increase of 3.2% compared to the same period in 2019 (the year before the Covid-19 pandemic).

In addition, electricity for consumption management accounts for 35.18%, also tending to increase with a growth rate of about 13.71%, mainly due to the hot weather from the beginning of March 2024 and continuing, the highest temperature is 36.45oC, higher than March 2023 (34.13oC).

In the context of unfavourable hydrological conditions, thermal power sources, especially coal-fired thermal power in the northern region, have been highly mobilized to meet the increase in electricity consumption compared to the forecast. In combination with the solution of increasing electricity transmission from the South and Central regions to the North, the national electricity system has met the electricity demand for socio-economic development and people’s lives, especially during the Lunar New Year and the Lunar New Year.

In 2023, the Minister of Industry and Trade issued the Electricity Supply and Operation Plan of the National Power System in 2024 and the Electricity Supply Plan for Peak Dry Season Months (April, May, June, July) in 2024.

However, to keep up with the actual situation, based on EVN’s updated report, on April 19, 2024, the Ministry of Industry and Trade issued Decision No. 924/QD-BCT approving the adjustment of the Electricity Supply and Operation Plan. of the national power system in 2024 and the Electricity Supply Plan for peak dry season months (April, May, June, July) in 2024. This is a new point in electricity supply management and operation of the national power system, ensuring flexibility, in line with reality to be proactive in all situations.

Accordingly, the total power generation of power plants (at the generator terminals) and imports of the whole country in 2024 in Clause 1, Article 1 of Decision No. 3110/QD-BCT is adjusted to 310.6 billion kWh, of which the dry season is 150.916 billion kWh and the rainy season is 159.684 billion kWh.

The Ministry of Industry and Trade’s guiding view throughout the work of ensuring electricity supply during the peak dry season in 2024 is to require units to develop plans to supply electricity, supply fuel (coal, gas, oil) proactively, have reserves to cope with extreme situations that may occur, and absolutely not let the energy supply be interrupted due to subjective reasons.

Besides continuing to request Corporations, Groups and related units to strictly implement the tasks assigned from the beginning of the year, the Ministry of Industry and Trade has and is directing units to focus on implementing solutions to ensure electricity supply for the peak dry season as well as the remaining months of the year. 2024.

Specifically, for EVN, publish an updated Electricity Supply Plan for the peak dry season months and the whole year of 2024 for investors of power plants and related units so that the units can take the initiative in making plans to prepare appropriate reserves for electricity production.

Every month (especially during the peak dry season), review and update data, calculate and update the Electricity Supply Plan and Operation of the National Power System for the remaining months of 2024. In case of large fluctuations in load or power sources, report to the Ministry of Industry and Trade for appropriate adjustments.

Strengthen monitoring, closely supervise the operation of equipment of power plants, not to let subjective incidents occur; strengthen inspection work, strengthen equipment, overcome deficiencies to ensure improve the reliability of operation, enhance the power generation capacity of generating units, and minimize unit incidents.

For Petrovietnam (PVN), the Vietnam National Coal – Mineral Industries Group (TKV0, Dong Bac Corporation: Closely coordinate with investors of thermal power plants to ensure the supply of fuel (coal, gas, oil) full, continuous, with adequate reserves for electricity production.

The Department of Industry and Trade of provinces and cities directly under the Central Government strengthens coordination with Electricity Corporations, Power Companies in the localities to strengthen the dissemination of Directive No. 20/2023/CT-TTg dated June 08, 2023 of the Prime Minister. Government on strengthening electricity saving in the period 2023-2025 and the following years; organize supervision of electricity saving in the locality.

With the drastic and effective participation of the entire political system, the proactive preparation of response options with feasible operational solutions, the supply of electricity for socio-economic development and the people’s daily life in the peak dry season months of 2024 will be ensured.
