Accordingly, the Civil Aviation Authority of Vietnam will apply level 1 enhanced aviation security control measures at airports, aerodromes, and air traffic service units at the following airports: Noi Bai, Tan Son Nhat, Buon Ma Thuot, Pleiku, Lien Khuong from Saturday (April 27, 2024) to Wednesday (May 1, 2024); at Dien Bien Airport and the air traffic control unit at Dien Bien Airport from Saturday (April 27, 2024) to Sunday (May 12, 2024).
The Civil Aviation Authority of Vietnam requests that Vietnam Airports Corporation – CTCP, Van Don International Airport, Vietnam Air Traffic Management Corporation, and Aircraft Engineering One Member Limited Liability Company actively coordinate and exchange information with local public security agencies to promptly grasp the situation and be ready to handle any arising situations; ensure uninterrupted communication with agencies and units as prescribed; strictly implement aviation security control measures according to the Aviation Security Program (aviation security), and the approved Aviation Security Regulations; ensure the normal operation of equipment, vehicles, and tools supporting aviation security; review and prepare necessary urgent response plans.
In addition, the airports shall actively arrange for additional personnel and necessary equipment when the passenger traffic through the airport increases, and strengthen inspection, urging, management, raising awareness, and sense of responsibility, ensuring strict implementation of procedures and regulations in performing tasks.
At the same time, the airports shall implement additional enhanced aviation security control measures: increase the frequency of patrolling public areas, control luggage and items with unidentified owners; regularly check trash cans, restrooms, and hidden areas; strengthen control over entry/exit to restricted areas; strengthen screening of passengers, carry-on baggage, non-passengers, and items brought in/out for operations in restricted areas.
For Vietnamese airlines, the Civil Aviation Authority of Vietnam requires airlines to review and maintain good aviation security procedures and processes under the airline’s responsibility. At the same time, closely coordinate with the airport authority and aviation security control forces in handling cases of violations of security and safety regulations in the aviation procedure area, restricted area, and on board the aircraft according to the procedure for handling aviation security violations.
Vietnamese airlines shall strictly implement the procedures and processes for aircraft security checks before accepting passengers, baggage, cargo, and mail onto the aircraft and after all passengers, baggage, cargo, and mail have disembarked from the aircraft as prescribed.
For other aviation service providers, the Civil Aviation Authority of Vietnam requires units to strictly maintain regulations on internal security control and information security; fully comply with aviation security control procedures and processes for the unit’s restricted area; closely coordinate with the airport, airline representative, airport authority, aviation security control force, police, and local authorities to handle aviation security violations in the area of operation.
For airport authorities, the Civil Aviation Authority of Vietnam requires airport authorities to closely monitor aviation security procedures and measures; promptly resolve any difficulties arising between units; promptly receive and strictly handle aviation security violations; coordinate with the police and relevant state agencies in the area to promptly and effectively handle aviation security violations occurring in the area of responsibility. At the same time, disseminate the contents of this official dispatch to aviation service providers at the airport.
During the period from April 27, 2024, to May 12, 2024, the Civil Aviation Authority of Vietnam requests that the Airport Authorities of the North, Central, and South; Vietnam Airports Corporation; Vietnam Air Traffic Management Corporation; and Vietnamese airlines report on the aviation security situation to the Civil Aviation Authority of Vietnam.
In case of a need to clarify the incident (if any), the Civil Aviation Authority of Vietnam will directly contact the agencies and units. In case of an unexpected incident, agencies and units are required to report immediately upon discovering the incident as prescribed.
