Hai Phong District Set to Transform into City, Plans Urban Expansion Across 26,000+ Hectares, to Feature Future “Billionaire Island” by Tycoon Pham Nhat Vuong

The Ministry of Construction recently organized a conference to review the Master Plan for the new urban area of Thuy Nguyen, Hai Phong city until 2045.

According to the Master Plan, the scope of the planned area includes the entire administrative boundary of Thuy Nguyen district and Vu Yen island and the adjacent water surface belonging to the administrative boundary of Hai An district, with a total area of about 26,910.2ha. 

Accordingly, the north borders Dong Trieu town and Uong Bi city, Quang Ninh province; the east borders Quang Yen town, Quang Ninh province; the west borders Kinh Mon town, Hai Duong province and An Duong district, Hai Phong city; the south borders Hong Bang district, Ngo Quyen district and Hai An district, Hai Phong city.

The planning objective is to specify the strategies and development orientations of the country and Hai Phong city; to raise the status of Thuy Nguyen urban area to become a multi-sector economic center of Hai Phong city and the Red River Delta. 

The Thuy Nguyen urban area is planned as a type III urban area in 2025, towards a type II urban area in 2035 with the model of a city belonging to Hai Phong city; is the new administrative and political center of Hai Phong City; is the center of the Northern coastal fishing industry; is an intelligent, ecological, environmentally friendly urban area that can cope with climate change; has a strategic position for national defense and security.

2 main centers, 3 green corridors, and 7 development zones

According to the Master Plan, Thuy Nguyen urban area is oriented towards development according to the model of 4 space zones: urban – industrial – ecological urban – agriculture associated with natural conditions (Cam River, Gia River, Bach Dang River, limestone mountain area in the north of Thuy Nguyen); 2 urban development key projects linking Thuy Nguyen with the functional spaces of Hai Phong city and the hub of the inter-regional transport network; 3 urban green landscape routes. 

The entire city is expected to be divided into 7 development zones. The inner city area will have 5 sub-areas: the central urban development area to the east; the central urban development area to the west; the Minh Duc urban development area; the Luu Ky – Luu Kiem urban development area; the Quang Thanh urban development area. Outside the city area, there will be 2 sub-areas: the eastern rural development area and the western rural development area.

In addition, the Master Plan provides guidelines for planning the industrial system; service system, commerce; tourism infrastructure system; agriculture, forestry, and fishery system; network of cultural works; orientations for planning the development of technical infrastructure and environmental protection…

Concluding the Conference, Deputy Minister of Construction Nguyen Tuong Van highly appreciated the attention and close direction of the Hai Phong City People’s Committee in developing and finalizing the Master Plan for the new urban area of Thuy Nguyen until 2045.

To further improve the quality of the planning scheme, Deputy Minister Nguyen Tuong Van requested the Hai Phong City People’s Committee to direct the consulting consortium to fully absorb the comments of the expert members of the Council, focusing on the objective of the Master Plan to invest in developing Thuy Nguyen urban area. into a civilized and modern city in the future; review land use indicators, pay attention to compliance with related standards and regulations; review and ensure consistency and synchronization with higher-level planning; early completion of the Master Plan dossier for the Hai Phong City People’s Committee to submit to the Prime Minister for consideration and decision.

Thuy Nguyen to become a city by 2050

On March 30, 2023, the Prime Minister issued Decision No. 323/QD-TTg approving the Adjustment of the Master Plan for Hai Phong City until 2040, with a vision to 2050. Accordingly, the content of the orientation to build Thuy Nguyen district into a city belonging to the city is an important basis in the overall planning of Hai Phong. The city will build an administrative, political, and cultural center associated with the new urban area north of the Cam River.

By 2030, Hai Phong City will have 9 districts, including 7 current districts: Hong Bang, Ngo Quyen, Le Chan, Hai An, Do Son, Kien An, Duong Kinh and two new districts An Duong, Kien Thuy, a grade 3 city Thuy Nguyen and 5 districts An Lao, Vinh Bao, Tien Lang, Bach Long Vy, Cat Hai. After 2030, the districts of An Lao, Vinh Bao, Tien Lang will be built into townships, and Cat Hai district into an island district.

Thuy Nguyen City has an area of over 26,000 ha, oriented towards a type 3 urban area in 2025, towards a type 2 urban area in 2035, meeting the criteria of green – smart development, associated with the new administrative and political center of the city. By 2035, the city will have a population of about 600,000 people and by 2045, about 725,000 people.

Currently, Thuy Nguyen district has the largest population and area in Hai Phong City, with 35 communes, 2 towns, and around 334,000 people.

A series of mega real estate projects

Along with the completion of the planning scheme, Thuy Nguyen is continuing to implement many important works that have been started such as: building and renovating road 359, the section from Thuy Trieu commune to the main road of Ben Rung; building Ben Rung bridge; renovating and upgrading National Highway 10, the section from Da Bac bridge to Kien bridge; building Lai Xuan bridge and renovating and expanding provincial road 352, Do Muoi road extended to VSIP trunk road and developing surrounding urban areas…

Thuy Nguyen is also the place where the Hai Phong City Administrative Center is built with a scale of 324 ha and a total investment of 10,000 billion VND. This is a core item in the city’s urban space development plan to the north, which is also the foundation for building the new city of Thuy Nguyen.

In urban infrastructure investment, many new urban area projects such as Vinhomes Vu Yen, Hoang Huy New City, Centa City Hai Phong, Eco Gardenia, Bac Song Cam Urban Area… will enhance the urban appearance of Thuy Nguyen city.

In terms of industry, Thuy Nguyen Industrial Zone with a planned area of 319 ha and a total investment of 4,000 billion VND is gradually taking shape. This is the Industrial Zone that will follow VSIP Industrial Zone and Nam Cau Kien Industrial Zone, from here, creating a sustainable three-legged pillar for Thuy Nguyen industry.

Notably, the project “Royal Island City” – “billionaire island” Vinhomes Royal Island on Vu Yen Island, Hai Phong by Vingroup Corporation, launched in March this year. The project has a scale of 877.2 ha, of which the area on Vu Yen island is 872.6 ha and the area on the mainland is 4.6 ha.

Besides the above project, Vingroup and its member companies also invest in many large-scale projects in Hai Phong such as Imperia urban area, Marina, VinFast automobile factory. Vinhomes may also soon start implementing a large urban area project of about 240 ha, with capital of nearly 1 billion USD in Hoa Nghia ward, Duong Kinh district and two communes of Dong Phuong, Dai Dong, Kien Thuy district. At the end of last year, Hai Phong approved the 1/500 scale detailed plan for this project.
