Cam Lam – Vinh Hao Expressway To Be Operated Free of Charge Starting from April 26

The representative of the Cam Lam – Vinh Hao Expressway investor consortium stated that to promptly serve the travel demands of the public during the upcoming holidays and to celebrate the Reunification Day (April 30) and International Labor Day (May 1), the project enterprise has reported to the Project Management Board 85, Ministry of Transport about the plan to organize the inauguration, putting the project into operation, and offering free usage from April 26 to the end of May 1.

Types of vehicles that are not allowed to participate in traffic on the Cam Lam – Vinh Hao Expressway include vehicles carrying toxic and flammable substances, explosives; specialized motorcycles with a design speed of less than 60km/h, tractors, motorbikes, motorbikes, …; as for oversized, overweight vehicles that are granted circulation permits by management agencies, if they do not affect the road surface structure or pose a danger to vehicles traveling on the road, the operation management unit will consider approval for the vehicles to circulate on the expressway.

Previously, on April 20, the State Inspection Council for Construction Acceptance approved the acceptance results of the Cam Lam – Vinh Hao Expressway project for putting into operation and use.

Cam Lam – Vinh Hao is one of the three component projects of the North – South Expressway invested in the form of a public-private partnership. The project has a total investment of 8,925 billion VND, with a length of 78.5km, passing through the three provinces of Khanh Hoa, Ninh Thuan, and Binh Thuan.

The Cam Lam – Vinh Hao Expressway, which runs through wind and solar power fields, is one of the routes built on complex terrain with many viaducts crossing valleys. In particular, bridge number 3 (Km60) with a clearance of 47.5m is a viaduct spanning two mountains in the Song Trau valley, connecting the two provinces of Khanh Hoa – Ninh Thuan.

With a length of nearly 80km, the Cam Lam – Vinh Hao Expressway has 34 bridges, including 22 bridges on the expressway, 11 overpasses, and 1 bridge on the road connecting the expressway to QL1 at the Du Long interchange. Currently, the lighting system at the interchanges has been completed. All bridge and road items on the route are ready for operation.

Regarding the Nui Vung tunnel project located on the Cam Lam – Vinh Hao Expressway, this is an extremely complex project due to the difficult terrain conditions. Despite these difficulties and complexities, the Nui Vung tunnel project has also completed the final stages of work in order to open to traffic on schedule.

The Cam Lam – Vinh Hao Expressway section into operation will shorten the travel time from Ho Chi Minh City to Nha Trang – the city known as the “pearl of the East Sea” to about 4-5 hours, a reduction by half compared to traveling on National Highway 1, thereby boosting Nha Trang tourism to new heights.

Applying Intelligent Transportation System

To optimize management, operation, maintenance, improve traffic capacity, and ensure traffic safety for the route, the Cam Lam – Vinh Hao Expressway investor consortium has invested in an ITS system to be put into operation synchronously as soon as the expressway is completed and put into operation.

On the route, there is the 2.25km Nui Vung tunnel, which is a special-level tunnel; in phase 1, one tunnel tube is used for two-way traffic, so the Tunnel Operation Center plays a very important role in ensuring safety and smooth traffic through the tunnel.

The tunnel operation center consists of a monitoring and control complex by the ITS, SCADA systems, and a fire prevention and fighting system. The equipment of these systems is installed throughout the tunnel with the function of collecting information and responding as quickly as possible to ensure safety and smooth traffic.

The ITS system, including the Surveillance Camera (CCTV) and Incident Detection, the UHF radio communication system and public address loudspeaker (PA, digital transmission (DTS), electronic information board and signal light (VMS & SS), Tunnel Control Center … is a part of the expressway road project, aiming to enhance the connection ability between people, vehicles, and expressway road infrastructure to optimize operation efficiency, ensure smooth, safe, effective, convenient, and environmentally friendly traffic, and is of particular significance in the task of handling incident situations.

The cameras on the route are equipped with 2 types: surveillance cameras (CCTV) and cameras integrated with the vehicle detection system (VDS); These types of cameras use advanced specialized AI image processing technology, besides being supported by peripherals such as infrared, radar …

PTZ cameras can rotate 360 degrees, ensuring complete surveillance without blind spots; AI-integrated VDS cameras have functions such as vehicle classification, license plate recognition, incident detection and warning, such as vehicles traveling at excessive speeds, congested traffic flow, stopped vehicles, wrong-lane driving, driving in the wrong direction, objects falling on the road …
