Da Nang Implements 55 Policies to Support Business Development

As of the end of March 2024, Da Nang City has implemented and is currently implementing 55 policies to support local businesses. Many policies have yielded positive results, contributing to the stability and development of production and business activities of beneficiary enterprises.

On April 25th, Mr. Tran Phuoc Son, the Permanent Vice Chairman of the Da Nang People’s Council, chaired a working session with the Vietnam Chamber of Commerce and Industry (VCCI) to supervise the topic of “The implementation of policies supporting businesses in the city.”

According to the report at the meeting, as of March 31st, 2024, Da Nang had 40,223 businesses and representative branches operating within its territory. In 2023, businesses contributed 13,802.7 billion VND to the city’s total domestic revenue, accounting for 75.7% of the city’s total domestic revenue (18,236.4 billion VND). Da Nang currently has six established industrial parks, one high-tech park, and one concentrated information technology park covering a total area of over 2,326 hectares. These parks have attracted 526 investment projects, including 127 FDI projects, and provide employment for nearly 60,000 workers.

The production, business, and import-export activities of enterprises with investment projects in the high-tech park, concentrated information technology park, and industrial parks in 2023 achieved a total revenue of 61,741.1 billion VND, exported goods worth 1,258.6 million USD, imported goods worth 827.1 million USD, and paid 3,471.2 billion VND to the state budget.

Currently, Da Nang has implemented 55 policies to support businesses in its territory, including 38 policies issued by the Central Government and 17 local support policies issued by the city. Many policies have brought practical benefits to numerous beneficiary businesses, contributing to the stabilization and development of production and business activities.

Notably, the Central Government’s issuance of special mechanisms and policies for Da Nang, such as Resolution No. 43-NQ/TW dated January 24th, 2019, on building and developing Da Nang until 2030 with a vision to 2045, and Resolution No. 119/2020/QH14 dated June 19th, 2020, on piloting the urban government model and some special mechanisms and policies for the development of Da Nang, has created many development opportunities for the city in recent years.

Each support policy has had specific impacts on different beneficiary groups; however, in general, the business support policies have been issued promptly, addressing some of the immediate difficulties of businesses, providing financial resources for businesses to maintain investment, production, and business operations, and creating additional motivation for businesses to develop, thus contributing significantly to increasing the city’s budget revenue, creating jobs, and developing the city’s socio-economy.

At the meeting, delegates also raised some difficulties, limitations, and causes in the implementation of business support policies. For instance, some policies have not been implemented effectively in practice, and not many businesses have benefited from them; many business support policies are still fragmented, and businesses still face difficulties in accessing preferential loans and land.

According to representatives of the businesses, it is worth noting that relevant agencies should reduce the number of inspections; supervise the use of land by businesses in industrial parks to avoid wastefulness given the city’s limited land resources; and provide support for land rental fees, as well as exploit and expand tourism products to attract tourists, especially coastal tourism products.

Additionally, some support measures are no longer relevant to current practices or do not comply with new regulations issued by the Central Government; some support policies for businesses to innovate technology, support start-up businesses to innovate and create, and support improvements in the productivity and quality of goods and support intellectual property development issued by the city overlap with the support provided to small and medium-sized enterprises under Decree No. 80/2021/ND-CP; the policies have been widely disseminated to the business community, but the number of businesses accessing and benefiting from these policies remains limited.

In his concluding remarks at the meeting, Mr. Tran Phuoc Son, the Permanent Vice Chairman of the Da Nang People’s Council, acknowledged and accepted the delegates’ suggestions for resolving the difficulties faced by businesses in practice. Mr. Son requested the Economic – Budget Committee of the City People’s Council to coordinate with relevant agencies to synthesize and supplement the delegates’ opinions and submit a document to the Da Nang People’s Committee to add and update information on business support policies.

Emphasis should be placed on issues related to land access, land rental support policies, differences in infrastructure usage fees in industrial parks, the early operation of Cam Le Industrial Cluster, fire prevention and fighting obstacles, organizing programs to support and train businesses in enhancing competitiveness, digital transformation, and surveying businesses’ levels of policy access (specifically any difficulties businesses encounter with policy requirements), and disseminating information on policy implementation so that businesses can stay informed. This will allow for the consultation of opinions to improve the effectiveness of local business support policies in the future.
