Developing specific mechanisms and policies that are superior and provide an effective legal basis for the socio-economic development of Da Nang City.
The Government has authorized the Minister of Planning and Investment to sign, on behalf of the Prime Minister, the Government’s submission to the National Assembly Standing Committee and the National Assembly for consideration and approval at the 7th session (May 2024) as per the procedures of one session and the simplified procedures and steps.
* The Ministry of Planning and Investment said that in order to institutionalize Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on building and developing Da Nang City by 2030, with a vision to 2045, the Politburo issued Resolution No. 119/2020/QH14 on building and developing Da Nang City to 2030, with a vision to 2045. This Resolution aims to build a leaner, faster, and more responsive city government apparatus. It also aims to make administrative agencies more proactive in managing, promptly and effectively resolving urgent local issues, and actively contributing to administrative reform, improving the investment environment, enhancing competitiveness, attracting more domestic and foreign investment, using investment capital effectively, and supporting and facilitating business operations.
However, the implementation of Resolution No. 119/2020/QH14 of the National Assembly has been slower than expected. Some mechanisms have been implemented but with low efficiency, while specific provisions for some mechanisms and policies are lacking or are still awaiting guidelines, which has delayed their implementation. Given the current context, it is necessary for the city to amend and supplement Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on the organization of the urban government model and propose new mechanisms and policies to overcome the new challenges facing the city’s development in the coming period.
Amending and supplementing Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on the organization of the urban government model and developing specific, superior mechanisms and policies will provide a solid legal foundation for exploiting potentials and advantages, creating breakthroughs, and resolving bottlenecks and constraints in the city’s socio-economic development, contributing to the building and development of Da Nang City to 2030, with a vision to 2050, as set out in the goals.
