Prime Minister Pham Minh Chinh: Implementing “Six Key Thrusts” to Develop Phu Quoc

Phu Quoc has basically achieved its goals and has made remarkable progress, affirming the correctness of the policies, strategies, and mechanisms of the Party, the State, and the tasks and solutions outlined in Decision No. 178/2004/QD-TTg.

The average economic growth rate of Phu Quoc city during the 2004-2023 period was 19.6% per year; tourism growth from 2011-2023 exceeded 38% per year (6 times the national average); industrial and construction production value increased from 310 billion VND in 2006 to over 19.1 trillion VND in 2023.

The Government Office issued Announcement No. 189/TB-VPCP dated April 27, 2024, concluding the Prime Minister’s remarks at the Conference on the Finalization of Decision No. 178/2004/QD-TTg dated October 5, 2004, on the Master Plan for the Development of Phu Quoc Island, Kien Giang Province, until 2010 and Vision to 2020.

In the announcement, the Prime Minister requested that Kien Giang province implement “six key thrusts” to develop Phu Quoc, including:

1. Strengthen and improve mechanisms and policies based on market principles and fair competition to further exploit different potentials, outstanding opportunities, and competitive advantages.

2. Vigorously develop a modern and synchronous system of strategic infrastructure, including transportation (with airports and seaports meeting international standards), urban development, social services, culture, tourism, healthcare, education and training, digital transformation, information technology, the environment, disaster prevention, and climate change response.

3. Further decentralize and delegate more authority to Phu Quoc while allocating appropriate resources, enhancing the implementation capacity of cadres, civil servants, and party members; strengthen supervision, inspection, and control of power, and prevent corruption and wrongdoings.

4. Drive production, business activities, create jobs, and improve livelihoods based on science, technology, innovation, entrepreneurship, and the application of the Fourth Industrial Revolution, forming domestic, regional, and global production and supply chains.

5. Promote the glorious historical tradition and cultural identity of the historical land and people of Phu Quoc, Kien Giang, and the Mekong River Delta, while developing services and tourism.

6. Maximize the support of ministries, sectors, and localities to enable Phu Quoc and Kien Giang to develop more robustly and successfully achieve the goals set by the Party, State, and people.

Balanced Development, Linking Economy with Culture, Society, and Environmental Protection

In the coming period, Phu Quoc city will be developed rapidly and sustainably, becoming a high-quality tourism and ecological services center, a national and international maritime tourism destination; a smart, modern, civilized, green, clean, beautiful, safe, and livable city; and develop maritime economy and cultural industry.

Inspire, spread, and elevate the aspiration for Phu Quoc’s development to new heights. Prioritize digital economy, green economy, circular economy, knowledge economy, sharing economy; promote new growth drivers and renew traditional growth drivers (investment, consumption, export…).

Develop harmoniously, linking economy with culture, society, and environmental protection; have mechanisms and policies in line with the people’s aspirations, mobilize the power of the people, improve people’s material and spiritual lives, firmly protect national defense, security, and maintain independence, sovereignty over seas and islands, and territorial integrity.

Developing Phu Quoc into a Multi-Center Model

Investment attraction has achieved impressive results, increasing from zero investment projects in 2004 to 321 projects in 2023 with a total investment capital of 412 trillion VND. Many of these investment projects have high-quality products, with regional and international significance.

Total social investment capital in 2023 exceeded 21.6 trillion VND, 64 times more than in 2004. By 2023, Phu Quoc had over 4.4 thousand enterprises with registered capital exceeding 142 trillion VND, a 17-fold increase in the number of enterprises and a nearly 400-fold increase in registered capital compared to 2004.

Phu Quoc island district became a second-tier city directly under Kien Giang province in 2020.

The Prime Minister requested that Kien Giang province resolutely and effectively implement the Party’s policies and strategies, the State’s laws and policies, the direction and management of the Government, the Prime Minister, and the Resolution of the Provincial and City Party Congress of Phu Quoc for the term 2020-2025.
