In 2005, from the Ngam Khet village, Cao Thuong commune, Ba Be district, Bac Kan province, the family of Mr. Hau Van Vang and 30 other families moved to the resettlement village of Don Den to live. His family was given a house, an area of garden land and over 1,000m2 of rice fields for cultivation. Up to now, although nearly 20 years have passed, his family has not yet received a certificate of land use rights for the land, garden and rice fields.
Mr. Hau Van Vang said: “When we came to the project, we were only assigned the houses to live in and there were no documents at all. We do not have them now either. We have made many requests for the issuance of land use right certificates for land and rice fields, especially during voter contacts, but they only said that it is not yet possible so we do not know what to do”.

Don Den resettlement village, Khang Ninh commune, Ba Be district, Bac Kan province
The Don Den – Khuoi Luong resettlement project was implemented by the Ba Be National Park Management Board and began resettling people in 2004. The households who came to settle were mostly poor families from the core and buffer zones of Ba Be National Park. From 30 initial households, now Don Den has 55 Mong households living there with 262 people.
Although they have been living stably for a long time, up to now, except for the forest land, the households have not yet been granted land use right certificates for the land and agricultural land. This makes it difficult for people to feel secure with their new home because it is necessary to have this document to borrow capital for business production, transfer, inheritance, giving – gift, etc.
Mr. Duong Xuan Giao, Vice Chairman of the People’s Committee of Khang Ninh commune, Ba Be district, Bac Kan province said: “The commune has also reported to the competent authorities at all levels. The reason for this problem is that the investor, the Resettlement Management Board, has not yet handed over the documents to the locality, so the locality does not have the basis to complete the procedures for issuing land use right certificates for the land and agricultural land for the people of Don Den”.

Don Den village with 100% poor and near-poor households
Speaking to VOV reporter, Mr. Trieu The Khoi, Director of Ba Be National Park Management Board said that on the basis of the petition of the people and the government as well as the instruction of Bac Kan province, in 2022, the unit established a working group to conduct a review of the types of documents and procedures for this project.
“With the responsibility of the investor, the National Park will coordinate with the local government to prepare a dossier to request the issuance of land use right certificates for the people. However, up to now, the inspection team has conducted a review, but due to many years, the documents were lost, and have not been fully collected. Therefore, in the coming time, we will continue to strengthen cooperation with the local government to implement the issuance of land use right certificates for the people of Don Den according to regulations”, said Mr. Trieu The Khoi.
Currently, there are 55 households in Don Den village, of which 48 are poor and 7 are near-poor; many essential infrastructure systems such as houses and clean water have degraded. The fact that there is no “red book” makes it even more difficult for people to feel secure with their resettlement life. Even some land disputes in Don Den have occurred and caused a lot of difficulties for the government and people due to the lack of complete land documents as prescribed. Therefore, it is urgent that the authorities at all levels and the local government soon complete the necessary procedures so that the people of Don Den have the legitimate and legal rights to the land where they live.
