“Decade-Old Hanoi ‘Billion-Dollar’ Highway Remains Incomplete”

Despite the investment approval for over a decade with the expectation of changing the face of transportation and urbanism in Hoang Mai district (Hanoi), so far the Ring Road 2.5 (Dam Hong - National Highway 1A section) and Tam Trinh road are still unfinished.

The construction and investment project for the Vành đai 2.5 Highway (Đầm Hồng section – National Highway 1A) belonging to Hoàng Mai District under the Build-Transfer (BT) contract has remained unfinished for more than 10 years and cannot be opened to traffic.

Accordingly, the Vành đai 2.5 Highway project was granted an investment certificate by Hanoi City in 2013, implemented in the form of BT, and the investor was appointed. In 2014, Hanoi Department of Transport, authorized by the city, signed a BT contract with the joint venture investor: Hanoi Housing and Urban Development Business JSC, Hoang Ha Construction Works Co., Ltd.

However, after 10 years, the project is still not open to traffic due to site clearance issues.

At the section crossing the Lừ River, the Vành đai 2.5 Highway project will build a new bridge with a width of about 40m, located adjacent to the current Định Công Bridge. However, local residents still have to use a temporary bridge because the L3 bridge section cannot be opened to traffic yet.

The section from L3 Bridge (Lừ River) to Đầm Hồng has been under construction for many years.

The construction of the tunnel through the Giải Phóng – Kim Đồng intersection has not yet been completed.

The unfinished Vành đai 2.5 Highway (Đầm Hồng section – National Highway 1A) has become unsightly, a dumping ground for waste, and cars parked in disorder on the roadbed.

Machinery and equipment serving the construction of the Vành đai 2.5 Highway project are lined up along the road and in the operating office area.

It is worth noting that after 10 years, the Vành đai 2.5 Highway project has not been completed, but the corresponding project, the Đại Kim – Định Công New Urban Area project, has been divided into lots and sold, raising capital from customers through the form of “Investment Cooperation Contract”… even though site clearance has not been completed, land has not been handed over… causing investors to be upset.

It is known that the Office of the Hanoi City People’s Committee recently sent a document to the City Inspectorate, urgently implementing the direction of the city’s leaders to consider inspecting the related investment projects (investment project to build the Đại Kim – Định Công New Urban Area expanded) for the investment project to build the Vành đai 2.5 Highway.
