Prime Minister suggests solutions for Ninh Thuan to overcome difficulties and develop strongly

At the conference, Ninh Thuan province announced the core content of the province’s planning period of 2021-2030, vision to 2050 has been approved by the Prime Minister; Introduced an overview of the province’s aspirations, determination for development, potentials, advantages, investment opportunities, preferential policies, priority project portfolios for investment; socio-economic development achievements, and some typical, special, key products, and OCOP products of enterprises in the province.

Also at the conference, 14 investors received decisions on approving investment policies, certificates of investment registration, and memorandums of understanding for project development research.

Previously, the Prime Minister had issued Decision No. 1319/QD-TTg approving the Planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050.

Speaking at the event, Prime Minister Pham Minh Chinh clearly stated that in order to implement the major orientations in the Plan, Ninh Thuan needs to focus on mobilizing and effectively using all legitimate resources to promote traditional growth drivers (investment, export, consumption); making breakthroughs in new growth drivers (green economy, digital economy, circular economy, sharing economy, knowledge economy, climate change response, sustainable development).

Along with that, Ninh Thuan province should increase its investment in human development (improving the quality of the people, training high-quality human resources, fostering talents, ensuring social security, fairness, social progress, leaving no one behind); strengthening regional and international connectivity through the transport system, production and supply chain system, and market connectivity.

Promoting the development of a synchronous and comprehensive strategic infrastructure system (in terms of transport, climate change response, digital infrastructure, healthcare, education, social security, etc.); promoting industrial development to serve processing, manufacturing, production and supply chains, making the most of distinct potential, prominent opportunities and competitive advantages; boosting the application of science and technology, innovation, job creation, and livelihoods for the people.

Regarding the key tasks and solutions, the Prime Minister requested that Ninh Thuan province promote responsibility, effectively and promptly implement the Plan, ensure compliance and consistency aligning with the national master plan, regional plan, and sectoral plan. Coordinating and managing effectively, ensuring linkage, consistency, and sustainable development with a long-term vision, overall development orientation, regional linkage, and promoting the province’s potential, advantages, and strong socio-economic development and environmental protection.

Renewing thinking and development vision, making the most of internal resources, promoting historical and cultural traditions; promoting public-private partnership, taking public investment to lead private investment; stepping up investment in strategic infrastructure, especially transport infrastructure, urban infrastructure, social infrastructure, and climate change response.

Promoting the effectiveness of the 3 dynamic regions; prioritizing resources to implement synchronous and effective development space. Developing a sea-based economy, urban economy, tourism economy, and heritage economy towards green, digital, and circular direction. Strengthening cooperation and linking economic development with localities in the South Central Coast and Central Highlands regions.

Paying attention to investing in education and training, developing high-quality human resources (human factor is decisive, there must be priority policies for human development), digital human resources, innovating vocational education, prioritizing potential sectors of the province such as tourism, renewable energy, etc.

Enhancing capacity to adapt to climate change, manage resources, and protect the environment; identifying key, urgent tasks, and allocating sufficient resources to implement hydraulic works, salinity prevention dam systems, anti-erosion embankments, etc.

Promoting administrative procedure reform, improving the investment and business environment; continuing to improve PAPI, PCI indicators, etc.; well-preparing projects, investment promotion sectors to welcome investors, especially large investors with potential.

The Prime Minister requested the province to widely disseminate the Plan in various forms so that people, businesses, and investors can understand, grasp, and from that support the plan, follow the plan, supervise the implementation of the plan, and benefit from the plan. The Prime Minister suggested that Ninh Thuan province build an exhibition hall for the plan.

Regarding the tasks of the localities in the North Central Coast and the Central Coast and the central ministries and agencies, the Prime Minister proposed to continue effectively implementing Resolution No. 26-NQ/TW of the Politburo on the development orientation of socio-economy, ensuring defense and security in the North Central Coast and the Central Coast region by 2030, with a vision to 2045; solidarity, unanimity, mutual support, jointly solving inter-provincial and city issues.

For the central ministries and agencies, continue to monitor, coordinate, and effectively implement the plan of Ninh Thuan province; regularly assess, draw experience, supplement, and adjust the plan accordingly; coordinate and support Ninh Thuan and the localities in the region to promote the combined strength in development, well implement the plan.

Noting some additional tasks, Prime Minister Pham Minh Chinh requested the ministries, sectors to urgently complete and submit to competent authorities the mechanisms and policies for renewable energy and deploy tasks to plan and exploit Thanh Son airport of Ninh Thuan.

Thanking and welcoming enterprises for choosing Ninh Thuan to invest in, the Prime Minister emphasized the spirit of “together” among the State, enterprises, and investors: “Together listening, understanding”; “sharing vision and action”; “working together, winning together, enjoying together, and developing together”.

The Prime Minister requested that businesses operate in compliance with the law; build a long-term, sustainable business strategy; fulfill investment commitments and cooperation agreements; comply with the orientation and priorities of the provincial plan; pioneer in innovation, green transition, digital transformation, and technology transfer, pioneer in intelligent and modern governance; train high-quality human resources; actively contribute ideas for administrative procedure reform, improve the investment and business environment, reduce compliance costs; well implement business culture, ethics, and social responsibility, ensure the life of workers and social security.

“The Government, ministries, sectors, localities, and enterprises must do what they say, fulfill their commitments, and achieve tangible results, which can be weighed and quantified; contributing to the implementation of the provincial Plan, creating new momentum and motivation for the development of Ninh Thuan province. I believe that Ninh Thuan will realize the Plan, and if Ninh Thuan, a poor province, can do it, it will create motivation, inspire, and contribute to the development of the Central coastal region and the whole country,” the Prime Minister emphasized.

Also at the conference, Ninh Thuan province received support from 23 businesses and philanthropists with over 7 billion VND to eliminate temporary houses and dilapidated houses for poor and near-poor households in the area, contributing to the nationwide emulation movement to eliminate temporary houses and dilapidated houses by 2025 which was launched by the Prime Minister.
