Quarter of Hanoi’s ‘super’ traffic projects slow to implement, need acceleration

The Hanoi Statistical Office has just reported on the progress of the implementation of 4 key and urgent infrastructure projects in Hanoi. Of which, only 3/4 projects are progressing slowly, not meeting the plan.

The Hanoi Statistics Office stated that the Ring Road 1 project, Hoang Cau – Voi Phuc section (phase 1) has a length of 2.3 km, a cross-section of 50m and includes two flyovers at the Lang Ha – Nguyen Chi Thanh intersection. The starting point of the project is at Cat Linh – La Thanh – Yen Lang street in Hoang Cau (Dong Da district) and the ending point is at Voi Phuc traffic intersection (Ba Dinh district).

The Thang Long Boulevard extension project in Hanoi is under construction but has failed to meet the planned schedule.

The investment level of the project’s phase 1 is more than VND 7,200 billion from the city budget, of which the construction cost is VND 627 billion and the land clearance cost is VND 5,800 billion. So far, the project has disbursed 28.9% of the planned capital. The project is scheduled to be completed in 2024, but up to now, less than 30% of the capital has been disbursed and it is difficult to complete the project in the first quarter of 2025.

The project to renovate and upgrade National Highway 6, Ba La – Xuan Mai section aims to renovate 21.7km (the section from Ba La intersection, Ha Dong district to Xuan Mai town, Chuong My district).

The project will upgrade the existing road to 4-6 lanes, with a design speed of 80km/h, and the roadbed width will be expanded to 50-60m, contributing to the completion of the radial road connecting National Highway 21A with Ho Chi Minh Road and Ring Road 4 – the capital region.

The total investment capital of the project is VND 8,100 billion from the city budget, of which over VND 5,100 billion is for land clearance, and VND 2,900 billion is for construction and equipment procurement. So far, the project has disbursed 7.1% of the planned capital. According to the plan, Ha Dong district and Chuong My district have to hand over 100% of the land for the project construction, but up to now, only 40-70% of the land has been handed over.

Regarding the Thang Long Boulevard expressway project, the section connecting National Highway 21 to the Hanoi – Hoa Binh expressway has a length of 6.7km, the starting point connects Thang Long Boulevard expressway with National Highway 21 in Thach Hoa commune (Thach That district), the ending point connects with Hoa Lac – Hoa Binh expressway; the cross-section is from 120-180m. The total investment capital of the entire project is VND 5,200 billion. So far, the project has disbursed 6.8% of the planned capital. According to the assessment, this rate is still low compared to the set plan.

The only project that has achieved the city’s set progress and plan is the Ring Road 4 – capital region project, which passes through 3 provinces and cities (Hanoi, Hung Yen, and Bac Ninh), connecting Hanoi – Lao Cai expressway and Noi Bai – Ha Long expressway, with a length of 112.8km, and a total investment of about VND 85,800 billion in phase 1. Currently, the project is being actively implemented by local authorities, with the handover of land for construction and ensuring the set progress. Up to this point, the total capital invested in the project is about VND 12,600 billion, and the construction and installation progress has reached 8.9%.

The departments and agencies of Hanoi city are striving to complete the resettlement areas in the third quarter of 2024; complete the relocation of underground and overhead technical infrastructure items (medium and low-voltage electricity, information systems, water supply, and other items) in the second quarter of 2024; basically complete the relocation of high-voltage power lines from 110kV to 500kV along the entire route in the third quarter of 2024. They are aiming to start the elevated expressway project (PPP project) in early fourth quarter of 2024, with the parallel road expected to be completed in 2025 and the expressway in 2027.
