On the morning of April 28, in Phan Rang – Thap Cham city, Prime Minister Pham Minh Chinh attended the conference to announce the provincial planning for 2021-2030, vision to 2050, and attract investment in Ninh Thuan province with the theme “Ninh Thuan – The land of convergence of diverse values”.

Also present were the members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Senior General Vo Minh Luong, Deputy Minister of National Defense, Khanh Hoa Provincial Party Committee Secretary Nguyen Hai Ninh, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Ninh Thuan Provincial Party Committee Secretary Nguyen Duc Thanh; representatives from ministries, branches, central and local agencies, partners, experts, associations, domestic and foreign investors, and businesses.

At the conference, Ninh Thuan province announced the essential content and core of the provincial planning for the period of 2021 – 2030, the vision for 2050 approved by the Prime Minister; provided an overview of the potential, advantages, investment opportunities, preferential investment policies, and a list of priority investment projects; the achievements in socio-economic development, and a number of typical, special, and key products, OCOP products of enterprises in the province; granted decisions on investment policies, investment certificates, and cooperation agreements with investors and businesses.

Earlier, the Prime Minister issued Decision No. 1319/QD-TTg approving the planning for Ninh Thuan province for the period 2021-2030, with a vision to 2050.

The plan opens up new development space for the next 10 years and orients the next 20 years; with the goal that by 2030, Ninh Thuan will become a province with a per capita income in the high middle group of the country, developing dynamically, rapidly, and sustainably, with maritime economy and urban economy as the driving forces for growth; focusing on development in the Southern region of the province to create a foundation for the formation of a coastal economic zone.

In terms of economy, strive for an average GRDP growth rate of about 10-11%/year; GRDP per capita (current price) reaches about 200 million VND. The proportion of GRDP from the industrial – construction sector is about 53 – 54%; the service sector is about 34 – 35%; the agriculture, forestry, and fishery sector is about 12 – 13%; taxes on products excluding subsidies for products are about 2 – 3%. Strive for the digital economy to account for about 30% of GRDP by 2030.

The population is increasing by an average of about 1.89%/year. The proportion of trained workers is from 75 – 80%; in which the proportion of trained workers with degrees and certificates is over 40%. The Human Development Index (HDI) is at the average level of the whole country.

The urbanization rate is about 55 – 56%; ensure that 100% of type III or higher urban areas complete the classification criteria for urban infrastructure, especially infrastructure for healthcare, education, training, and cultural works at the urban level.

The multidimensional poverty rate (according to the new standard) decreases by an average of 1.5-2%/year and by 2030 it will be less than 1.5%.

In terms of infrastructure development, promote the development of Ninh Thuan province’s transport infrastructure, meeting the indicators for each urban area in the province; develop Ninh Thuan seaport system, including Ca Na port area and Ninh Chu port area as a national general port, playing a regional role with the functions of a general port, bulk cargo, container cargo, liquid/gas cargo.

According to the development orientation, strive to ensure that by 2030, energy and renewable energy will account for about 12% of the province’s GRDP, meeting 7.3% of the labor demand in the whole province. Focus on exploiting the potential and advantages of natural conditions of sunshine and wind to develop solar power, onshore wind power, offshore wind power, LNG gas power, pumped storage hydroelectricity, and new energy sources (hydro, tidal, biomass, …).

By 2030, tourism will develop into a spearhead economic sector in a sustainable direction, contributing 15% to the province’s GRDP.

By 2030, the proportion of industry will account for 40% of the GRDP value of the whole province. The proportion of high-tech agriculture will reach 7-8% of the province’s GRDP…

By 2050, Ninh Thuan will become a province with comprehensive, rapid, and sustainable development, with a diverse and prosperous economy; vigorously developing a maritime economy, with a modern coastal economic zone; intelligent, sustainable coastal urban systems, with their own identity, environmentally friendly, highly resilient to natural disasters, epidemics, and effectively adaptable to climate change; being the place where cultural, historical values, marine ecosystems, and forests are preserved and promoted; the material and spiritual life of the people shall reach a high level compared to other localities in the country…

Regarding the development orientations and priorities, according to the plan, the province’s development space shall be reorganized in close connection with the provinces in the South Central Coast region according to 4 territorial regions, 3 dynamic regions, 3 development corridors, 5 groups of key breakthrough industries, taking maritime economy and urban economy as the driving forces for development.
