The Capital Region Ring Road 4 project is considered a key project for Hanoi City. Ring Road 4 passes through Hanoi, Hung Yen, and Bac Ninh, connecting with the Hanoi – Lao Cai and Noi Bai – Ha Long highways, with a total investment of VND 85,813 billion. The project was launched in 2022, started construction on June 25, 2023, and aims to be basically completed in 2026, with commissioning expected in 2027.
According to information from the Hanoi Statistical Office, as of the end of April 2024, the Ring Road 4 project is being actively implemented by the relevant localities, while the construction site is being handed over and the progress is ensured as planned. To date, the construction progress of the project has reached 8.9%.

In addition, the Hanoi Traffic Construction Investment Project Management Board said that, to date, the Ring Road 4 project has approved the recovery of 763.86/791.21 ha of land, reaching 96.54%, with only 27.35 ha remaining. Moreover, the localities have also built 13/13 resettlement areas.
The Capital Region Ring Road 4 is currently being implemented simultaneously in 32 construction sections of the component 2.1 parallel road. This parallel road is expected to be completed in 2025.
A project worth over 85,000 billion VND is expected to create a major development boost

According to the design plan, Ring Road 4 has a total length of 112.8 km, including 58.2 km in Hanoi; 19.3 km in Hung Yen and 35.3 km in Bac Ninh. In Hanoi, the project passes through Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai, and Thuong Tin. In Hung Yen, the Ring Road 4 project passes through Van Giang, Khoai Chau, Yen My, and Van Lam.
In Bac Ninh, the project passes through Thuan Thanh, Gia Binh, Que Vo, and Bac Ninh City. The starting point of the project is on the Noi Bai – Lao Cai highway (in Soc Son district, Hanoi). The end point connects to the Noi Bai – Ha Long highway (in Que Vo district, Bac Ninh). Upon completion, Ring Road 4 will have 6 lanes, with a speed of 100 km/h.

In fact, the Capital Region Ring Road 4 project is being implemented under 7 component projects and operated independently. Of these, Hanoi City is implementing 3 component projects, including compensation, support, resettlement; construction of the parallel road in Hanoi; investment in the highway system under the public-private partnership (PPP) method. For Hung Yen and Bac Ninh, each province will be responsible for 2 component projects, namely compensation, support, resettlement; construction of the parallel road in each province.

Upon completion, the Capital Region Ring Road 4 project is expected to help alleviate traffic congestion, connect provinces, and create new development space for the entire capital region, including Hanoi, Hung Yen, and Bac Ninh. The emergence of Ring Road 4, a key traffic project, will also contribute to the strong development of the economy and real estate in many districts and counties in the north of the capital.

Price levels and adjustment roadmap for road use fees on Ring Road 4 – Capital Region.
Previously, in November 2023, the Hanoi People’s Committee sent an official dispatch to the Ministry of Transport, the People’s Committees of Bac Ninh and Hung Yen provinces, proposing to unify the price and price increase roadmap for expressway use services applicable to component project 3 (the project to invest in the construction of expressways under the PPP method) of the Ring Road 4 – Capital Region project.
According to the proposal, component project 3 has a basic expressway use fee of VND 1,900 per standard vehicle/km. The expected time for commissioning is 2027, and the expressway use service price roadmap will be adjusted every 3 years until the capital is recovered.
According to the Hanoi People’s Committee, the starting fee per km of Ring Road 4 expressway is VND 1,900 (for standard vehicles) to ensure the financial plan and is within the prescribed price range.
