Ho Chi Minh City approves investment plan for Phan Dinh Phung Stadium

The Ho Chi Minh City People’s Committee Office has just announced the conclusion of the Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai on the Phan Dinh Phung Sports Center Construction project (Phan Dinh Phung Gymnasium) at No. 8 Vo Van Tan Street, District 3.

According to the announcement, on April 25, the Chairman of the Ho Chi Minh City People’s Committee chaired the meeting of the Working Group to resolve difficulties related to the Phan Dinh Phung Gymnasium project.

After listening to the report of the Department of Planning and Investment (Head of the Working Group), the opinion of Vice Chairman of the Ho Chi Minh City People’s Committee Duong Anh Duc, the Department of Culture and Sports and representatives of the working group members, the Chairman of the Ho Chi Minh City People’s Committee agreed to propose The Phan Dinh Phung Gymnasium project is stopped under the form of a public-private partnership (BT contract). At the same time, this project was converted to a public investment method.

The Chairman of the Ho Chi Minh City People’s Committee assigned the Department of Planning and Investment to complete the report, staff, and draft the submission of the Ho Chi Minh City People’s Committee to report to the Party Executive Committee of the Ho Chi Minh City People’s Committee on the suspension of project investment under the form of a public-private partnership, transferred to the method of public investment.

The Department of Culture and Sports accepts the direction of the Vice Chairman of the Ho Chi Minh City People’s Committee Duong Anh Duc, the opinions of the members of the working group at the meeting. This department is assigned to urgently preside over, coordinate with the Department of Finance, the Department of Construction and related units to review the legal basis, review the work that the investor has done, determine reasonable costs, in accordance with regulations to serve as a basis for negotiation, negotiation, and exchange unified with the investor on the direction of final settlement based on the principle of reasonableness, harmony, and in accordance with regulations.

Then, send the result of the work to the Department of Planning and Investment for synthesis, provide advice on the content of the work of the Ho Chi Minh City People’s Committee with investors at the end of May 2024.

The Chairman of the Ho Chi Minh City People’s Committee also assigned the Department of Culture and Sports to be the agency responsible for preparing the investment project of the Phan Dinh Phung Gymnasium according to the method of public investment.

At the same time, urgently organize the preparation of a project proposal dossier in accordance with the prescribed procedures and complete it before July 2024 for submission to the Ho Chi Minh City People’s Council to approve the project’s investment policy.

The Department of Planning and Investment will guide the Department of Culture and Sports to perform the assigned tasks, and at the same time advise the Ho Chi Minh City People’s Committee on the source of capital, the ability to balance capital and arrange capital for the project in the period 2021­ 2025.

Strive to complete the investment procedures and start the project before April 30, 2025, to be one of the typical projects of Ho Chi Minh City to celebrate the 50th anniversary of the reunification of the country.

Phan Dinh Phung Gymnasium is located on prime land surrounded by four facades of Pasteur, Nguyen Dinh Chieu, Nam Ky Khoi Nghia, and Vo Van Tan streets (District 3, Ho Chi Minh City).

The gymnasium used to be a familiar place for the people of the city with cultural and sports activities.

The project was approved by the Prime Minister for investment under the BT (build-transfer) model since 2008 and has been implemented since March 2010. Up to now, the project has been “stalled” for nearly 14 years.
