Indicting Vice Chairman of Long Xuyen City People’s Committee, Dao Van Ngoc, and 2 Cadres of the Land Registration Office

The Investigation Police Agency of An Giang Province have recently issued Decisions of Indictment, Arrest Warrants, and Search Warrants for the following suspects: Dao Van Ngoc, Vice Chairman of Long Xuyen City People’s Committee, An Giang Province (born in 1963, residing in Tay Khanh 2 Hamlet, My Hoa Ward, Long Xuyen City, An Giang Province); and 2 cadres of the Land Registration Office Branch in Long Xuyen.

The Investigation Police Agency of An Giang Province issues Decisions and an Arrest Warrant for suspect Dao Van Ngoc

Suspect Dao Van Ngoc was indicted and subject to temporary detention for the crime of “Violating regulations on compensation, support, and resettlement when the State acquires land”.

The Investigation Police Agency of An Giang Province issues Decisions and a Prohibition Order against suspect Nguyen Thanh Tung

Concurrently, the Public Security Agency issued a Decision to supplement the Decision on the Indictment for the criminal case of “Serious negligence causing serious consequences”, a Decision on the Indictment of the suspect, a Prohibition Order, and a Search Warrant for the workplaces of 2 suspects:

– Nguyen Thanh Tung, Official of the Registration and Archiving Team of the Land Registration Office Branch in Long Xuyen (born in 1980, residing in An Thanh Trung Commune, Cho Moi District, An Giang Province);

– Nguyen Quang Minh, Official of the Land Registration Office Branch in Long Xuyen (born in 1977, residing in Cho Moi Town, Cho Moi District, An Giang Province).

Both suspects Nguyen Thanh Tung and Nguyen Quang Minh were indicted for the crime of “Serious negligence causing serious consequences”.

The aforementioned Decisions and Warrants were approved by the An Giang Provincial People’s Procuracy. Through their investigation, the Public Security force seized many related documents to aid in the investigation process.

The Investigation Police Agency of An Giang Province issues Decisions and a Prohibition Order against suspect Nguyen Quang Minh

Based on the initial investigation results, it was determined that suspect Dao Van Ngoc violated regulations on compensation, support, and resettlement when the State acquired land. Ngoc signed the approval of a transfer contract to grant land in violation of the Land Law to the following individuals:

– Nguyen Van Cuong (born in 1968, residing in Cai Be District, Tien Giang Province);

– Nguyen Van Tiep (born in 1980); Nguyen Van Nup (born in 1990, both residing in Phu Tan District, An Giang Province);

– Nguyen Tan Tai (born in 1965, residing in Thoai Son District, An Giang Province);

– Tran Thi Hong Hoa (born in 1965, residing in Long Xuyen City, An Giang Province).

The above-mentioned individuals did not qualify for resettlement.

Public Security forces search the workplace of suspect Dao Van Ngoc

As previously reported: Since 2019, Vo Van Trung (born in 1968, residing in My Phuoc Ward, Long Xuyen City), taking advantage of his position as Deputy Director and Director of the Land Fund Development Center of Long Xuyen City, created fake documents to issue 5 residential land plots, which were managed by the Long Xuyen City Land Fund Development Center, to 5 households: Nguyen Van Cuong, Nguyen Van Tiep, Nguyen Van Nup, Nguyen Tan Tai, and Tran Thi Hong Hoa, in violation of regulations.

After receiving 3 land use right certificates (GCNQSDĐ), Trung sold 2 land plots under the correct names of Cuong and Tiep to Le Van Phong (born in 1963, residing in My Binh Ward, Long Xuyen City), for 7.2 billion VND.

Phong then resold the 2 aforementioned land plots to another individual for 11.5 billion VND. On July 21, 2022, the Long Xuyen City Inspectorate transferred a recommendation for prosecution to the Long Xuyen City Public Security Agency.

Indictment and Temporary Detention of Chairman of Long Xuyen City People’s Committee, Nguyen Bao Sinh

On August 2, 2022, the Investigation Police Agency of An Giang Province received and processed a recommendation to initiate a case for the crimes of “Abuse of power to appropriate assets” and “Falsification in official work” that occurred from 2019 to July 19, 2022 at the Land Fund Development Center of Long Xuyen City, An Giang Province, related to Vo Van Trung, which was transferred by the Investigation Police Agency of the Long Xuyen City Public Security Agency.

During the time processing the recommendation for prosecution, based on the collected documents and evidence, it was determined that the aforementioned 5 land plots were approved and granted by competent authorities to ineligible individuals for compensation, support, and
