According to the Decision 497/QĐ-BGTVT, the Minister of
Ministry of Transport
(MOT) approves the local adjustment of the Nội Bài International Airport’s planning for the 2021-2030 period regarding the airport’s infrastructure.

The Nội Bài International Airport will be supplemented by a staging area for vehicles and ground equipment at the position West of the aircraft parking area of the Terminal 2, training center for firefighting rescue personnel

at the southwest of the airport. Within the planning category of the general technical infrastructure system, the Noi Bai International Airport will supplement a multi-story car park at the East of the Air Traffic Control Tower with a connecting traffic system.
The other contents remain the same as in Decision 590/2008 of the Prime Minister and Decision 2540/2010 of the Minister of MOT.
The MOT requires
Vietnam Civil Aviation Administration
to take responsibility for and coordinate with related agencies to manage and implement the planning in accordance with current regulations, at the same time reviewing and completing the documents, drawings to ensure that they are in accordance with the approved planning contents.
When implementing the planning, the Vietnam Civil Aviation Administration and related units continue to review the planning of works to propose adjustments and supplements in accordance with exploitation demands and investment development.
The MOT notes that in the following implementation steps, the Vietnam Civil Aviation Administration and related units continue to review and calculate to determine technical factors to ensure reasonableness, make adjustments and handle contents under their authority, and report to the Ministry of Transport for consideration on contents that exceed their authority.

Noi Bai International Airport is one of the largest international airports in Vietnam, about 30 km from the center of Hanoi, managed and operated by the Vietnam Airports Corporation.
According to the plan, the designed capacity of Noi Bai International Airport for the period 2015-2020 is 20-25 million passengers/year, aiming for after 2020 is 50 million passengers/year. However, from 2019, the number of passengers through this airport has reached more than 29 million.
The Civil Aviation Authority of Vietnam said that by 2030, Noi Bai airport could reach a capacity of 63 million passengers/year and 2 million tons of cargo/year. This number will increase to 100 million passengers and 5 million tons of cargo by 2050.
To solve the overload situation at Noi Bai airport, the MOT informed that this year the international passenger terminal T2 is expected to be expanded, with a total capacity of up to 30 million passengers when completed in 2026.
