On May 3, the Office of Investigation Police of Quang Ninh Province made a decision to prosecute the case, prosecute the accused, issue an arrest warrant to detain, and search Pham Thi Thanh Hue (born in 1982; living in village 8, Quang Chinh commune, Hai Ha district) to investigate the crime of “Fraudulent appropriation of property” under the form of fundraising.

Previously, the Office of Investigation Police of the province received a complaint from Mrs. T.T.Y residing in Hai Ha district, Quang Ninh denouncing Pham Thi Thanh Hue for defrauding and appropriating more than 5 billion VND through fundraising for the import of water heaters, water tanks, and plastic pipes from Tan A Dai Thanh Group.
Through investigation, the investigating authorities determined that at the end of 2018, Pham Thi Thanh Hue provided false information about having signed a distribution contract to purchase goods such as water heaters, water tanks, plastic pipes, etc. worth from several tens of million VND to nearly 30 billion VND from Tan A Dai Thanh Group and received a high percentage discount.
Hue asked Ms. T.T.Y to contribute capital to import goods, and after selling, she would share the profit with Ms. T.T.Y. Because she trusted the information provided by Hue, from the end of 2018 to the beginning of 2020, Ms. T.T.Y and her relatives transferred money to Hue many times. Hue used the money received to spend on personal expenses and partly paid interest to Ms. T.T.Y under the pretext of paying interest rates.
In addition, the Office of Investigation Police of Quang Ninh Province received complaints from Ms. N.T.D and Mr. B.V.B residing in Hai Ha district, Quang Ninh, denouncing Pham Thi Thanh Hue for defrauding and appropriating nearly 3 billion VND with similar tricks as above.
