Groundbreaking Ceremony Held and Procedures Initiated for 9/29 Major Transportation Project Connecting the Southeastern Region

Currently under the 29 key traffic projects connecting the Southeastern region, 4 projects have broken ground, 5 projects are currently undergoing investment procedures, and 20 projects are under study, including the approximately 206 km long Ho Chi Minh City Ring Road 4 and the Can Gio International Transshipment Port project.

At the 3rd Meeting of the Coordinating Council for the Southeastern Region (on the morning of May 4 in Tay Ninh), the Ministry of Planning and Investment and relevant agencies reported on the activities of the Council, achievements, the implementation of recently approved regional plans, the review of specific mechanisms and policies for the Southeastern region, and the status of the implementation of some important, inter-regional projects.

The Politburo has issued Resolution No. 24-NQ/TW dated October 7, 2022 on socio-economic development, ensuring national defense and security in the region until 2030, with a vision to 2045; the Government has issued Resolution No. 154/NQ-CP dated November 23, 2022 on the Action Plan to implement the Resolution of the Politburo.

Ministries, sectors, and localities in the Southeastern region have urgently disseminated the contents, issued action plans, and implemented the tasks and solutions set out in the resolutions, actively carried out inter-regional and inter-regional linkage activities, achieving positive and specific results.

According to the Minister of the Ministry of Planning and Investment Nguyen Chi Dung, since November 2023 when the Coordinating Council for the Southeastern Region was assigned specific tasks, the Regional Council has completed 20/38 tasks, accounting for 53% of the assigned tasks.

In terms of 29 important, inter-regional projects, 4 projects have been started (construction of Ho Chi Minh City Ring Road 3, Tan Son Nhat Airport, Bien Hoa-Vung Tau Expressway, Phase 1 of Long Thanh International Airport); 5 projects are currently undergoing investment procedures (Ho Chi Minh City-Moc Bai Expressway, Chon Thanh-Gia Nghia Expressway, Ho Chi Minh City-Chon Thanh Expressway, Dau Giay-Lien Khuong Expressway, Chon Thanh-Duc Hoa Expressway).

Accordingly, the Ho Chi Minh City Ring Road 3 project basically started the construction projects; in which the section through Long An province has achieved more than 22% of the volume, the section through Ho Chi Minh City reached about 12.5% of the volume, the section through Binh Duong province reached more than 9% of the volume, and the section through Dong Nai province reached more than 2% of the volume.

The Ben Luc-Long Thanh Expressway project is under construction, with the total contract package volume currently reaching approximately 80.05%. The construction project of Terminal T3 of Tan Son Nhat International Airport has completed more than 50% of the rough construction volume, and the construction of the project items is being carried out in accordance with the implementation plan.

Concentrating resources to complete the region’s infrastructure system

According to Minister of the Ministry of Planning and Investment Nguyen Chi Dung, the Southeastern regional plan recently approved by the Prime Minister demonstrates the close guidance and determination of the Head of Government in implementing the tasks and solutions of the Resolution issued by the Politburo.

The implementation of the plan must be carried out publicly and transparently in accordance with the provisions of the law, in order to attract a wide range of domestic and foreign economic components to participate in the implementation of the plan, with a mindset of innovation, promoting dynamism, and creativity in the direction and operation of each ministry, sector, and locality, taking science and technology, innovation, and high-quality human resources as the driving force for the development of the region.

The Minister proposed focusing resources to complete the region’s infrastructure system in a synchronous and modern manner. In particular, focusing on accelerating the completion of key national projects that are currently being implemented, putting them into operation soon, and contributing to boosting growth, such as: expressways, Ho Chi Minh City Ring Road 3, Tan Son Nhat International Airport, Long Thanh International Airport Phase 1, Bien Hoa-Vung Tau railway, etc.

Along with that, completing investment procedures to accelerate the implementation of new projects, such as: Can Gio International Transshipment Port, Ho Chi Minh City-Nha Trang High-Speed Railway, Ho Chi Minh City-Can Tho Railway, Ho Chi Minh City-Dong Nai-Binh Duong Urban Railway. Investing in upgrading the system of large irrigation works in the region to ensure water security; focusing on investing in flood control projects for Ho Chi Minh City …

The Ministry of Planning and Investment also proposed focused investment to develop the Southern Key Economic Region into the leading economic center of the country and the Southeast Asian region; developing economic corridors to expand development space and create synchronous links between localities in the region.

Review specific mechanisms for 5 areas

The Ministry of Planning and Investment has presided over and coordinated with the Ho Chi Minh City People’s Committee to build and submit to competent authorities for issuance Resolution No. 98/2023/QH15 of the National Assembly on specific mechanisms and policies to develop Ho Chi Minh City, including many new mechanisms and policies of a breakthrough and superior nature, which are applied for the first time to create conditions for the City to develop strongly.

Regarding the review of special mechanisms and policies for the whole region, the Ministry of Planning and Investment has presided over the research, coordinated with ministries, central agencies and localities in the Southeastern region to review policy groups belonging to 5 sectors and fields.

Specifically, including: (1) Policy group on transport infrastructure investment connection and resource mobilization; (2) Policy group on science and technology, innovation; (3) Policy group on developing industrial parks, economic zones, seaports; (4) Policy group on training high-quality human resources; (5) Policy group on land and construction.

The Ministry of Planning and Investment proposes, recommends that relevant agencies study, review, revise, integrate, and combine mechanisms and policies and concentrate on allocating resources for implementation to ensure consistency and effectiveness of 5 policies. In particular, focusing on resource mobilization policies, especially for localities with large revenue collection capacity, creating conditions for investing in infrastructure, especially urban railways, expressways, national highways and Ho Chi Minh City Ring Road 4 passing through the provinces; at the same time, prioritizing policies to attract
