Ministry of Natural Resources and Environment proposes new red book, pink book

The Ministry of Natural Resources and Environment has proposed a new model for certificates of land use rights and ownership of assets attached to land (pink books, red books).

The Ministry of Natural Resources and Environment is drafting a Circular regulating Certificates of Land Use Rights, Property Ownership Rights attached to Land and Land Records. The draft specifies that Certificates of Land Use Rights (pink books, red books), Property Ownership Rights attached to Land (Certificates) are issued by the Ministry of Natural Resources and Environment in accordance with a unified model and are applicable nationwide to all types of land and other properties attached to land.

The Certificate consists of one sheet with 02 pages, printed on a pink lotus-colored bronze drum pattern background (called the Certificate form), measuring 210 x 297 mm; including the following contents as prescribed:

Page 1 of the Certificate includes the following contents:

– National emblem;

– National flag;

– QR code;

– The name “Certificate of Land Use Rights, Property Ownership Rights attached to Land” printed in red;

– Section “1. Land user, owner of house and property attached to land”;

– Section “2. Land plot information”;

– Section “3. Information on property attached to land”;

– Section “4. Notes”;

– Section “5. Land plot diagram”;

– Place name, date on which the Certificate was signed and the agency that signed the Certificate on the bottom right corner of Page 1 of the Certificate;

– Notes for the recipient of the Certificate.

Page 2 of the Certificate includes the following contents:

– Section “6. Changes after the issuance of the Certificate:”;

– The number entered in the Certificate issuance book.
