Southeastern region’s missions exceed those of the other five regions nationwide

On May 5th morning, in Tay Ninh province, Prime Minister Pham Minh Chính, who is also the Chairman of the Southeast Region Coordination Council, presided over the third meeting of the Council.

The meeting was attended by Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee; Nguyen Chi Dung, Minister of Planning and Investment, who is also the Permanent Vice Chairman of the Council; leaders of central ministries and agencies; and leaders of the six provinces and cities of the Southeast region, including Ho Chi Minh City, Ba Ria-Vung Tau, Binh Duong, Binh Phuoc, Dong Nai, and Tay Ninh.

At the beginning of the meeting, Prime Minister Pham Minh Chính conveyed the regards, well wishes, and high appreciation of General Secretary Nguyen Phu Trong to the leaders and delegates attending the meeting.

The Prime Minister said that the main content of the third meeting of the Council was to discuss the implementation of the Southeast Region Planning for the period of 2021-2030, with a vision to 2050, which was recently approved by the Prime Minister on May 4, 2024.

According to the Prime Minister, the completion of the approval of the Southeast Region Planning at this time is of great significance, as it will help materialize the vision, viewpoints, and goals set out in the national-level resolution on regional development and planning; specify the spatial arrangement for the development of national sectors in the region; implement key connectivity projects between provinces within the region, between regions, and between sectors; and accelerate the implementation of strategic breakthroughs to maximize the comparative advantages of the region’s geo-economic location, thus promoting the socio-economic development of the entire region and neighboring areas.

The Prime Minister directed that the meeting should focus on reviewing the priority tasks and responsibilities for implementing the plan, assessing the difficulties, challenges, and obstacles in order to determine orientations and solutions to overcome them, and effectively implementing the Southeast Region Planning with the aim of enabling the socio-economy of the Southeast region to continue developing rapidly, comprehensively, qualitatively, and sustainably.

Acknowledging that the tasks of the Southeast region are more demanding than those of the other five regions of the country, the Prime Minister requested the Secretaries and Chairmen of the People’s Committees of the provinces and cities, members of the Regional Coordination Council, and representatives of ministries, sectors, and delegates to discuss and provide opinions to further elaborate on the development solutions of the plan; propose breakthrough solutions, specific mechanisms, and policies that need to be piloted soon; and mobilize and seek resources for the development of the region…

In addition, the Prime Minister asked the delegates to identify the main difficulties and challenges and propose directions for resolving and overcoming them; the key tasks assigned to the ministries, sectors, and localities of the Southeast region to implement the Regional Plan with the highest efficiency; the issues arising in the coordination work of the Region after the plan is approved; and the coordination work within the region, between regions, and among ministries, sectors, and localities…

At the meeting, the Council announced the Decision approving the Southeast Region Planning for the period of 2021-2030, with a vision to 2050, which was recently approved by the Prime Minister on May 4, 2024.

Accordingly, the planning targets that by 2030, the Southeast region will become a civilized and modern region with developed industry, surpassing the high-income threshold, with the material and spiritual life of its people leading the country; it will be the largest growth engine of the country, developing dynamically with a high growth rate; it will be a center of science, technology, and innovation, high-tech industry, logistics, and an international financial center with high competitiveness in the region.

The Southeast region will lead in the renewal of growth models, digital transformation, development of cultural, social, education, training, and healthcare sectors, development of a green economy, low carbon emissions, and adaptation to climate change; it will rapidly develop a system of green, smart, and modern urban areas.

The Southeast region will be the leader in digital economy and digital society, the economic, financial, commercial, cultural, educational, scientific, and technological center of the country; an international financial center, where international financial institutions and large economic corporations of the world are concentrated; it will have a prominent position in the Southeast Asian region and will develop on par with major cities in the Asian region.

According to the Council, after the Politburo issued Resolution No. 24-NQ/TW on October 7, 2022, on socio-economic development, ensuring national defense and security of the Region until 2030, with a vision to 2045, the Government issued Resolution No. 154/NQ-CP on November 23, 2022, on the Action Program for implementing the Resolution of the Politburo.

The ministries, sectors, and localities in the Southeast region have promptly disseminated the contents, issued action plans, and organized the resolute implementation of the tasks and solutions set out in the Resolutions of the Politburo and the Government.

After more than a year of implementation, the Southeast region has achieved positive and encouraging results. The Government’s Action Program sets out 19 development targets, 35 tasks, and 29 important projects and regional linkages to be implemented by 2030. To date, 2 tasks have been completed; 4 important projects have been started; investment procedures are underway for 5 projects; and 20 projects are being studied and implemented.

The Council assessed that central and local agencies have disseminated the contents, issued action plans, closely coordinated, and organized the resolute implementation of the tasks and solutions set out in the Resolution of the Politburo and the Action Program of the Government.

The projects and tasks that are being implemented or have had concrete results have contributed to the overall development of the Region. In particular, important infrastructure works with regional connectivity have been started; the Southeast Region Coordination Council was established to improve the efficiency of inter-regional cooperation and with other regions in the country; the Regional Plan has been completed; specific regional mechanisms and policies are being actively reviewed; and science and technology innovation centers are being gradually established…

Thanks to these efforts, the socio-economy in the region has gradually developed; security, national defense, and foreign affairs have been stabilized and enhanced; proving the correctness of the Resolution of the Politburo and the Action Program of the Government. However, there are still some difficulties in terms of transportation infrastructure that is not yet synchronously connected; science and technology have not yet truly developed; and inter-regional cooperation and coordination need to be further enhanced…/.
