On May 4, the Office of Quang Nam Provincial People’s Committee announced that it had just issued an official dispatch assigning the Department of Transport (DoT) to take the lead in coordinating with the Dien Ban Town People’s Committee and related departments and agencies to study the proposal of Construction Company 545 Joint Stock Company (referred to as Company 545) for consultation. of Quang Nam Provincial People’s Committee on handling solutions.

Previously, Mr. Than Hoa, Director of Company 545, had sent an official dispatch to the National Assembly Delegation, the Provincial Party Committee Standing Committee, the People’s Council, and the People’s Committee of Quang Nam Province, requesting consideration of solutions to handle the situation of vehicles going around to avoid BOT toll stations. on National Highway 1 through Dien Ban town.

Company 545 said that the company is the investor that is implementing and exploiting Component Project 1: Expanding National Highway 1, Section Km947 – Km987, Quang Nam Province, according to the BOT contract in 2014. The toll station is located at Km943+975, Quang Nam province, and the toll collection period for capital recovery began on January 1, 2016.

The company said that during the first period, the revenue was relatively stable, ensuring the payment of principal and interest to the bank in accordance with the calculation in the Financial Plan (PATC) of the BOT contract signed with the Ministry of Transport.

In early January, the Road Management Department III (the unit managing National Highway 1 through Quang Nam) organized a team to conduct an on-site inspection, work with Company 545, Quang Nam provincial authorities, and representatives of local authorities to resolve the request of the business.

However, around the beginning of 2018, the actual toll collection situation through the station continuously decreased compared to the PATC in the contract.

The main reason is the formation of infrastructure for new residential areas, local level crossings according to the local planning around the toll station, leading to vehicles traveling on National Highway 1 to avoid buying toll tickets through the station.

Company 545 said that it had sent many documents to agencies and departments from central to local levels for help, but up to now, the authorities still do not have a specific solution to handle the fact that vehicles go around the station.

According to Company 545, currently, vehicles are flocking to residential area roads to avoid stations, causing chaos, vehicles jostling each other in residential area roads, posing a risk of traffic safety, and affecting local security and order.

The company said that the toll revenue has decreased by 90% compared to the PATC contract. The revenue is not enough to pay interest to the bank, not to mention the principal, leading to the lack of funds to maintain regular maintenance and repair costs on the entire route according to the BOT contract…

“The project is at risk of bankruptcy due to the fact that the toll collection period for capital recovery is prolonged without paying off debts and the enterprise loses, negative capital leading to bankruptcy” – stated in the official dispatch of Company 545.

The above enterprise suggested that the Quang Nam provincial authority find a solution to ensure the harmony of interests between the people, the State, and the BOT project investor.
