On May 9th, sources from the Department of Natural Resources and Environment in Khanh Hoa province revealed that they are reviewing documents to provide to the provincial police, relating to the investigation of the Con Tan Lap Residential Area project in Xuong Huan ward, Nha Trang city.

Previously, the provincial police had sent a document to the Department of Natural Resources and Environment, informing them of their investigation into suspected legal violations by individuals, agencies, and organizations during the land retrieval and allocation process for the Con Tan Lap Residential Area project. To aid in their investigation, the police requested relevant evidence, documents, and electronic data from the department.
Specifically, the police asked for comprehensive records related to the project’s implementation, including land use planning and compensation, support, and resettlement for affected residents. Other requested documents pertained to land retrieval and allocation, changes in land use purpose, financial obligations, land use right certificates, project progress, and handling of violations.

Additionally, the police inquired about the project’s alignment with the approved land use plan for Nha Trang city and whether it fell under the category of land that must be auctioned according to land law regulations.
Furthermore, the investigation aims to clarify whether there were any violations of laws related to land, minerals, and environmental protection during the project’s implementation. The scope of the investigation also includes defining the roles and responsibilities of the leadership of the Department of Natural Resources and Environment in this process and identifying individuals involved in providing consultancy to the provincial People’s Committee.

In 2011, the People’s Committee of Khanh Hoa province approved the investment policy for the Con Tan Lap Residential Area project, spanning over 7.9 hectares and with a total investment of VND 2,718 billion. The project was jointly developed by Song Da – Thang Long Joint Stock Company and Song Da – Nha Trang Joint Stock Company. Subsequently, the project was divided into component projects and transferred to different investors: TM1 commercial land project by HP Hospitality Nha Trang LLC, Muong Thanh Khanh Hoa Hotel and Apartment Complex at TM2 lot by DNTN Construction No. 1 Dien Bien Phu, and VHR Joint Stock Company’s project on HH1, HH2, and HH3 land lots.
Additionally, there was the Hoa Bien Kindergarten project at lot CC-02 by Hoa Bien Nha Trang LLC. Apart from the completed Muong Thanh Luxury Apartment project, the remaining component projects are still underway. On July 24, 2023, the People’s Committee of Khanh Hoa province granted a 12-month extension to the investors to finalize the necessary procedures for the project.
